C Where voting machines are uSed 'at said General Municipal Election., said voting machines shall be arranged (1) so that any qualified elector may vote for any Charter amendment proposition by pulling down a lever adjacent to the word "YES" under or near a statement of the Charter amendment proposition appearing on the cardboard, paper or other material placed on the front of the machine, and said act shall constitute a vote for the proposition; and (2) so that any qualified elector may vote against any such Charter amendment proposition by pulling down a lever adjacent to the word "NO" under or near said statement of the proposition so placed on the front of the machine, and said act shall constitute a vote against the proposition. Said voting machines and the preparation thereof shall comply in all respects with the requirements of law. (d) The returns of said election shall be made out and signed by the election officers and as otherwise required by law and shall be deposited with the City Clerk; and this Council shall meet at its ususal meeting place and canvass said returns at its regular meeting on Monday, the 17th day of April, 1978 (being the first Monday after said election) , at the hour of 7:30 p.m. , and declare the results of said General Municipal Election. SECTION 2 . Provisions proposed to be added by amendment are . indicated hereinafter by underlining in the text of the proposed amendments, and provisions proposed to be deleted or repealed are shown by lining through in such text. If approved, Charter provisions affected by an amendment shall be enacted without such underlining or lining through. SECTION 3. (a) The Council of Redwood City hereby proposes, on its own motion, to amend Section 3-1/2 -of the Charter of the City of Redwood City, to read as follows: "SECTION 3-1/2.
