REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 22, 2014 <br />SUBJECT <br />Approval of the Updated and Revised Conflict of Interest Code for the City of Redwood <br />City, Successor Agency and the Oversight Board <br /> <br />RECOMMENDATION <br />1. Adopt a Resolution, with exhibits, updating the City’s Conflict of Interest Code for the <br />City of Redwood City, and adopting a rescinding Resolution 15208 and adopting a <br />resolution rescinding Successor Agency Resolution 12-09 <br />2. Adopt a Resolution Re-Apdating the Conflict of Interest Code for the Oversight Board <br />for the Successor Agency to the Redwood City Redevelopment Agency. <br /> <br />BACKGROUND <br />California law requires designated public officials to disclose their economic interests to <br />the public. Public officials designated by statute who disclose economic interests <br />include City Council Members, Planning Commissioners, City Managers, City Attorneys <br />and City Treasurers. These officials are sometimes referred to as “code filers.” The <br />purpose of the disclosure requirement is to alert both public officials and the public to <br />any personal economic interests that may be affected during the public official’s <br />performance of duties. The disclosure occurs through the filing of the “Form 700” - <br />Statement of Economic Interests upon taking office, on an annual basis, and upon <br />leaving office. <br /> <br />The City of Redwood City has in the past adopted and updated Conflict of Interest <br />Codes for the Municipal Corporation of Redwood City and its Successor Agency. The <br />current Conflict of Interest Code for the Oversight Board is also being submitted but no <br />changes are being proposed. This update could be handled by either the Oversight <br />Board or the City. Following past practice the update to the Oversight Board’s Conflict <br />of Interest Code is also being submitted. <br /> <br />On August 7, 2014 the City Council, as the approving body of these Conflict of Interest <br />Codes, received the Biennial Notice regarding changes and amendments that were <br />needed and forthcoming. <br /> <br />ANALYSIS <br />The Political Reform Act of 1974 requires all government agencies to adopt a Conflict of <br />Interest Code. The purpose of the local code is to require certain employee <br />classifications to make some level of economic disclosure, depending upon their <br />position and likelihood of influencing decisions where they might have an economic <br />7.3.A. - Page 1
