REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 22, 2014 <br /> <br />SUBJECT <br />US 101/84 Interchange Improvement Project Update and Review of Alternatives <br /> <br />RECOMMENDATION <br />Receive staff report on project and provide guidance to the consultant team. <br /> <br />BACKGROUND <br /> <br />The City of Redwood City, in cooperation with the California Department of <br />Transportation (Caltrans) and the San Mateo County Transportation Authority (SMCTA), <br />is proposing to reconstruct the Route 101/84 (Woodside Road) interchange. The <br />purpose of the project is to relieve existing and future traffic congestion, and to improve <br />traffic safety and vehicular access to and from Route 101 and SR 84 (Woodside Road). <br />The goals include improving highway operations, reducing associated congestion on <br />Redwood City streets, removing barriers to non-motorized travel, and minimizing <br />impacts on nearby businesses. <br /> <br />Caltrans, as owner and operator of the facility, is the Lead Agency for CEQA and NEPA <br />activities, and ultimately is responsible to approve the products of this phase of work, <br />which will reflect the recommendations of the community and the City Council. <br /> <br />On January 27, 2014, staff and the consultant team gave City Council an overview of <br />the US 101/84 Interchange Improvement project. This overview included a community <br />outreach strategy. The Council provided comments and guidance. The purpose of this <br />report is also to provide an update and overview, as well as receive comments and <br />general direction from Council. Based on the comments received, Staff and the <br />consultant will incorporate comments and guidance from Council into the project. <br /> <br />ANALYSIS <br />Since receiving direction from the Council in January, City staff and the consultant team <br />have continued to make progress on the US 101/SR 84 Interchange Improvement <br />Project. The most recent work has included: developing alternative improvement <br />concepts, assessing them against physical and functional tradeoffs, presenting a set of <br />preferred alternatives to stakeholders and the community at large, and initiating detailed <br />traffic, engineering and environmental studies. Outreach and engagement has included <br />a series of stakeholder meetings, a Community Open House on March 31, 2014, and a <br />9.A. - Page 1
