REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 22, 2014 <br />SUBJECT <br />Award of Contract for Removal and Demolition of Barge from Docktown Marina <br /> <br />RECOMMENDATION <br />Award and authorize the City Manager to execute a Construction Contract to Silverado <br />Contractors in the amount of $82,500 for the Removal and Demolition of a Barge from <br />Docktown Marina, and authorize the City Manager a Contingency of 15% for a total <br />authorization of $94,875. <br /> <br />BACKGROUND <br />The City assumed management and operating responsibilities for the Docktown Marina <br />on March 1, 2013. As part of this responsibility, it soon became clear that there was no <br />clear owner of a large barge within the Marina. As best staff can determine, the barge <br />was brought into the Marina by the original operators of the Marina and used variously <br />as an office and a marine supply store. By March 2013 the structure was used as an <br />artist’s studio. The artist was paying rent directly to the marina operator and there was <br />no identifiable owner of the barge. When the City assumed management of the Marina, <br />all agreements were established between the owner of a vessel and the City. Since no <br />owner could be identified, the City advised the tenant that he would have to vacate the <br />vessel and the Marina. The tenant has subsequently relocated and the barge is empty. <br /> <br />ANALYSIS <br />Since taking over the Marina, the City has been concerned about the viability of the <br />barge. All reports were that the structure was disintegrating and that it posed a potential <br />environmental hazard, as well as a structural hazard to the Marina. <br /> <br />In June 2014, the City issued a Request for Proposals for the removal and demolition of <br />the barge. Rather than trying to define and proscribe the specifics of removing this <br />unique structure, staff determined the best protocol was to solicit proposals from marine <br />demolition experts. The anticipated cost of the project was $70,000. <br /> <br />In response to the RFP, the City received only a single proposal. The proposal was for <br />$125,000. Because this was substantially more than staff thought the work would or <br />should cost, the proposals were not accepted and staff has proceeded along two tracks. <br />First, staff has engaged in discussions with the sole proposer, Silverado Contractors, to <br />determine alternatives that could lower the cost of the work. Second, staff reached out <br />to a broader range of demolition firms with an RFP that reflected the changes in scope <br />identified by the discussions with Silverado. <br />7.1.D. - Page 1
