The Downtown Precise Plan program EIR (pp. 12 -17 and 12 -18) concluded that development occurring in conformance with the DTPP would be consistent with the Bay Area Air Quality .Management District (BAAQMD) 2010 Clean Air Plan control measures and the BAAQMD Air Quality Guidelines, because projected new vehicle trips resulting under the DTPP would be less than the projected rate of population growth. Therefore, the impact of the DTPP was considered to be less than significant, and no mitigations were required. The proposed project is in compliance with all applicable DTPP regulations, and as a result, no additional air quality impacts are anticipated. c. The Downtown Precise Plan program EIR identified carbon monoxide (CO) as the pollutant of greatest concern in the Bay Area region. CO levels in the Bay Area are well below ambient air quality standards, and there have been no exceedances of CO standards in the Bay Area since 1991. However, localized high concentrations of CO can occur near busy congested intersections. According to the BAAQMD screening methodology, DTPP buildout would not cause traffic volumes at affected intersections to exceed CO thresholds, and the impact of development resulting from the DTPP would be less than significant; therefore, no mitigations were required. (EIR p. 12 -18) The proposed project is in compliance with all applicable DTPP regulations, and as a result, no additional criteria air pollutant impacts are anticipated. d. The DTPP program EIR (pp. 12 -18 through 12 -20) concluded that development in accordance with the DTPP regulations would expose sensitive receptors to toxic air contaminants (TACs) and particulates (PM if located within 500 feet of Veterans Boulevard, El Camino Real, or the Caltrain railroad. The approximate distances from the project site to these facilities are as follows: Veterans Boulevard- -2,375 feet; El Camino Real -350 feet; and the Caltrain railroad -- adjacent. Because the project site is adjacent to the Caltrain railroad and less than 500 feet from El Camino Real, Downtown Precise Plan program EIR Mitigation 12 -1 shall be required as a condition of project approval and would reduce the impact to a less- than - significant level. Mitigation 12 -1 requires residential projects within 500 feet of sources of TACs and particulates (e.g., Caltrain, El Camino Real) to include an analysis of potential health risks. Based on the extent of such risks, the project shall incorporate design and construction features (e.g., increased air filtration incorporated into the Hi AC system) that reduce potential exposure of persons to pollutants in accordance with BAAQMD adopted standards for control of odor /toxics for sensitive receptors. These features shall include all applicable and feasible mitigations included in section 5.4 (Mitigating Local Community Risk and Hazard Impacts) of the BAAQMD CEQA Guidelines (May 2011) subject to approval of the City of Redwood City Community Development Department. One BAAQMD- suggested performance standard that can be applied is that the project ventilation system should be certified to remove at least 85 percent of ambient PM2.5 concentrations from indoor areas. e. There would be no food service businesses included within the project. As part of standard project review, equipment used for outdoor food preparation (courtyard, roof deck) and the outdoor fireplace (courtyard) would be subject to City approval for safety and odor control. Furthermore, the project would accommodate refuse and recycling in enclosed trash rooms on each residential floor and the lower /street level of the project garage (Plan Sheets A -1.1, A -1.3 through A -1.8; 07.24.2014). Refuse and recycling pick -up would be provided by a local waste service provider (Recology) and would occur on a weekly basis. No odor impacts are anticipated as a result of the project.
