The Airport Land Use Commission (ALUC) and City /County Association of Governments (CiCAG) reviewed the DTPP prior to its adoption and found that its goals, objectives, policies, and development criteria were consistent with the San Carlos Airport Land Use Plan (DTPP program EIR pp. 14 -16 and 14 -17). The proposed project complies with all development criteria (e.g., height, building disposition) in the DTPP. Also, there are no other public airports, public use airports, or private airstrips within two miles. Therefore, implementation of the proposed project would not result in a safety hazard for people residing or working in the project vicinity. g. The project design would be required to comply with all applicable City codes and regulations pertaining to emergency access, as well as fire protection and security. For example, the EVA lane on the site's eastern edge would be 20 to 28 feet wide and extend the length of the building to accommodate City fire apparatus. In addition, (1) the entire building would include a sprinkler system; (2) the fire control room would be located in the main lobby on Franklin Street; (3) all gates, including at walkways and garages, would include coded keypad entries for emergency access; (4) maps would be mounted at entry gates for rapid orientation while responding to emergencies; (5) project design would implement the following: Fire Department Access: 1. Both stairways will continue to the roof with door access to the roof (One stair required by Code) 2. A clear path across the roof between the stairs for firefighters' access will be provided. Guardrails will be provided where the walkway is within 10 feet (horizontally) of the interior court as required by CBC Section 1013.7. 3. All three elevators will be gurney size. (One required by Code.) 4. A graphic fire alarm annunciator showing alarm conditions will be installed in a lobby determined to be the fire department response point. (An annunciator is not required by Code) 5. Standpipe outlets will be provided in the enclosed stairs, at the horizontal stair and central courtyard. Two outlets will be provided in the courtyard with each being individually gated double outlets. A minimum 4 -inch supply piping will be provided to the standpipes. Standpipes will be manual wet. To limit fire size: 1. The sprinkler system will be an NFPA 13 system. 2. The project will include three fire walls dividing the building into three sections. Fire walls will be 3 -hour. One of the fire walls will be horizontal exit with standpipes on both sides of the cross corridor doors. To improve exiting: 1. All stairs with discharge directly to the exterior (not 500/0 to lobby as allowed by Code). 2. A fire safety diagram showing building layout, exit locations, and other fire safety features will be posted in a conspicuous location on each floor. In addition, DTPP program EIR Mitigation 8 -1 requires the City to implement signal detectors at selected intersections as needed over time to provide priority tragic signal timing for emergency response vehicles; this program is underway. As a result of the above discussion, the proposed project would not impair or interfere with emergency plans, and the impact is considered less than significant. h. The project site is located in a Downtown urban environment not adjacent to wildlands and therefore would not expose people or structures to a significant risk of loss, injury, or death involving wildland fares.
