7.3.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Council Personnel Sub - committee <br /> October 6, 2014 <br /> SUBJECT <br /> Salary Adjustments for the City Manager, City Attorney, and City Clerk <br /> RECOMMENDATION <br /> Adopt Resolution authorizing Mayor to execute Amendments to Employment <br /> Agreements of City Manager, City Attorney, and City Clerk adjusting their <br /> salaries. <br /> BACKGROUND <br /> Salaries for the Council- Appointed positions of City Manager, City Attorney, and <br /> City Clerk are reviewed by the City Council on an annual basis, typically at the time <br /> of the employee's annual performance evaluation. Salary adjustments are made <br /> with consideration given to employee performance, salary position within the City's <br /> survey market of benchmark cities, and the current financial conditions of the City. <br /> In recent years, due to difficult economic conditions following the 2008 -2009 <br /> recession, the City Manager, City Attorney, and City Clerk agreed to salary freezes <br /> over the course of three to four years between 2009 and 2013. In addition, along <br /> with other employee groups, benefit reforms were implemented which included <br /> increased employee contributions to health and retirement benefits. In January, <br /> 2014, Council further approved a plan to increase employee contributions to <br /> pension for Executive Managers including Council Appointees from 7% to 20% by <br /> 2016. Given the improving economic conditions and increasing demands on City <br /> services, Council sought to reevaluate executive salaries to ensure the City <br /> maintained competitive and equitable compensation programs to acknowledge and <br /> retain its appointed leadership team. <br /> ANALYSIS <br /> A salary survey of comparable positions within the labor market of benchmark cities <br /> was prepared by Human Resources staff. The Council Personnel Sub - committee <br /> met on August 25, 2014 to review the salary survey data as well as data related to <br /> the internal alignment of the salaries of Council- appointed positions with respect to <br />
