Mayor Gee said that there is an interest in a "mix" of uses <br /> and not just one way, but the reality is that Council does not wish to have dead buildings <br /> at night. The Council wants activities, not dead buildings at night, which ties into the <br /> theme of being a community contributor and partner versus a guest /visitor. One Council <br /> Member spoke about additional housing on El Camino as a possibility, and exploring <br /> these uses. Mayor Gee agrees that an updated traffic study is merited in the future. <br /> Mayor Gee added that he would prefer to see things move along with balance and <br /> include housing throughout the community. The Mayor is supportive of staff's <br /> recommendation and he likes clarity and moving the 27 months to 24 months so we can <br /> move along and he is not too pleased with the term "substantially" complete. Mayor <br /> Gee restated that housing is needed along El Camino to reduce traffic. City Attorney <br /> Thompson would like to add clarifying wording as stated earlier to the resolution and the <br /> City Council concurred. <br /> M/S Pierce /Seybert to approve the resolution with the additional language as stated by <br /> the City Attorney. Motion carried by electronic vote 6 -0 with Council Member <br /> Howard absent. <br /> Dr. Bell, City Manager, confirmed that the resolution addresses the process and that <br /> was the motion made. The general consensus was that staff needs to be very clear and <br /> look at all the scenarios (retail and office) and come back with details to Council. It was <br /> also suggested that development partners need to be attentive to the conversation on <br /> community benefits and Partnership Redwood City. The Vice Mayor would like staff to <br /> come back with a reallocation and look at different buckets and what that means. Mr. <br /> Aknin said that staff will come back in approximately three months. Various scenarios <br /> were discussed about holding someone's place in line and entitlement. <br /> Dr. Bell noted that the staff report is clear when it comes to process and it is available <br /> online. Mayor Gee alluded to the other possibility that someone who came "late to the <br /> game" could do their own environmental review and pursue a General Plan <br /> Amendment. Mr. Aknin said the same possibility is available for those who have a <br /> housing plan that comes in after the fact and at a later time. <br /> 10. MATTERS OF COUNCIL INTEREST <br /> A.
