7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 6, 2014 <br /> SUBJECT <br /> Agreement with the Redwood City Police Activities League for Youth Services <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute an agreement between <br /> the City of Redwood City and the Redwood City Police Activities League for the <br /> provision of Youth Services. <br /> BACKGROUND <br /> The Redwood City Police Activities League (PAL) is a nonprofit 501(c)(3) community <br /> organization that was founded in 1995 with the support of the City. PAL's mission is to <br /> build partnerships between youth, police and the community through educational, <br /> cultural, recreational and outreach programs to help at -risk and under - served youth <br /> succeed by providing intervention, prevention, and alternative programs. PAL <br /> continues to be housed in its 15,000 square foot facility at 3399 Bay Road in Redwood <br /> City where it is the only PAL - organization in the county, and one of the few in the <br /> country to have its own building. Since 2011 PAL has focused on growing a unique <br /> blend of partnerships and collaborations with various other youth- serving organizations <br /> including the Peninsula Boys & Girls Club (BGCP), the Sherriff's Activities League <br /> (SAL), and the Redwood City Department of Parks, Recreation, and Community Service <br /> (PRCS). PAL has also brought in private providers to offer additional activities including <br /> Karate, Zumba, Ballet Folklorica, and many more. This year, PAL hosted a ribbon <br /> cutting for the Tattoo Removal program, offering both ex- offenders and at -risk <br /> individuals a powerful way to support their commitment to lifestyle changes by removing <br /> gang and other related tattoos. It is estimated that at various points over these past <br /> years, the PAL facility has served 3,500 children and youth. <br /> ANALYSIS <br /> During the Fiscal Year 2009/2010 budget reductions, the police department eliminated <br /> the PAL Coordinator position (management analyst) and the Fiscal Year 2010/2011 <br /> adopted budget provided for further restructuring of police staffing and support to <br /> PAL. Positions which had previously been dedicated to PAL and staffed by sworn <br /> officers were eliminated and the position of a civilian executive director was created as <br /> a direct report to the PAL board of directors. The reductions in police staffing for PAL <br /> resulted in an aggregate savings of approximately $450,000 annually.
