7.3.B. - Page 51 <br /> Jefferson and the project site (near the Caltrain overpass) is owned by the City and not <br /> part of the proposed project. The project site includes a vacant, four - story, 22 -unit <br /> apartment building; a one -story commercial bakery (approximately 9,750 square feet); a <br /> vacant, one -story single - family house; and surface parking. The applicant proposes to <br /> construct a new seven -story residential building comprised of up to 175 residential units <br /> above a partially subterranean two -level parking garage with 202 vehicle parking spaces <br /> (including electric vehicle charging stations) and 41 secure bike rack spaces. Consistent <br /> with Downtown Precise Plan (DTPP) standards (Section 2.7, Building Height and <br /> Disposition Regulations), the building would be less than eight stories and — at 85 feet — <br /> less than 92 feet in height. The center of the site would be an approximately 15,000 - <br /> square-foot, private, landscaped courtyard. The two parking garage entrances would be <br /> on Wilson. The building would include a: <br /> • Lobby /lounge (650 square feet) and leasing office (1,200 square feet) at the corner of <br /> Jefferson and Franklin, which are considered the primary frontage streets; <br /> • Fitness center (1,000 square feet) and club room (1,200 square feet) for residents; <br /> • Outdoor private courtyard (15,000 square feet) with seating, movable furniture, <br /> plantings, a fountain, a fireplace, and kitchen/barbecue area, which would be <br /> accessed from the interior of the site; <br /> • Outdoor roof deck (1,150 square feet) with seating, plantings, and a barbecue and <br /> dining area; and <br /> • Bike room with maintenance station (525 square feet). <br /> The sidewalks would be replaced along the project site perimeter. All existing on -site <br /> trees are proposed for removal. Sidewalk amenities would include approximately 11 new <br /> street trees and landscaping, new lighting, public bike racks, and, at the <br /> Jefferson/Franklin corner, a public mini - plaza. Sidewalk corner treatments (e.g., crossing <br /> ramps) at Jefferson/Franldin and Franklin/Wilson would comply with City and <br /> Americans With Disabilities Act (ADA) requirements. Also included as part of the <br /> project is a new crosswalk along the eastern portion of the Franklin Street/Jefferson <br /> Avenue intersection. Existing vegetation adjacent to the site along Jefferson (on the City - <br /> owned property) would remain. <br /> Development on the site is regulated by the Downtown Precise Plan (DTPP). <br /> Existing Uses On - Site <br /> The project site includes a vacant, four -story, 22 -unit apartment building; a one -story <br /> commercial bakery (approximately 9,750 square feet); a vacant, one -story single - family <br /> house; and surface parking. <br /> Previous CEQA Analysis <br /> On January 24, 2011, a program environmental impact report (EIR) was certified by the <br /> City Council of Redwood City (Final Environmental Impact Report for the Redwood <br /> City Downtown Precise Plan, State Clearinghouse #2006052027). The program EIR <br /> assessed the potential environmental impacts resulting from implementation of the DTPP. <br /> The DTPP established new land use, development, and urban design regulations for the <br /> 183 -acre DTPP area for a 20 -year planning period. The following Initial Study has been <br /> prepared to consider whether any new environmental effects not identified in the DTPP <br /> program EIR might be created by construction and operation of the 103 Wilson Street <br /> project (CEQA Guidelines Section 15168 -- Program EIR). <br /> 2 <br />
