7.2.A. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager October 20, 2014 SUBJECT Final Acceptance - Main Public Library Counter Streamlining Project RECOMMENDATION Accept, by motion, the Main Public Library Counter Streamlining Project and authorize the release of bonds and the retention according to City procedures. BACKGROUND On February 10, 2014 City Council awarded the Main Public Library Counter Streamlining Project construction contract to Southwest Construction & Property Management of San Bruno, California. The project implemented interior library replacement and reconstruction work, including workflow improvements in the lobby and the addition of automated sorting equipment. Work consisted of demolition and disposal of existing casework and equipment, and installation of column stations, signage, electrical connections, partitions, lighting, and the new automated material handling system. ANALYSIS The contract was awarded for a base bid of $142,209.00. Construction began in April, 2014 and was successfully completed in accordance with the plans and specifications in July, 2014. Five change orders were issued, resulting in a net credit of $3,867.83. The change orders were generated due to additional requests not included in the original scope (electrical conduits, internet cables, modification to the existing floor after removal of the original counter, and other changes) and a credit of $15,000 for the deletion of one item (lighting updates of hanging fixtures). The final contract amount of $138,341.17 is 2.79% lower than the contract amount initially awarded. ALTERNATIVES Council may choose to not accept the project and /or authorize the release of bonds and retention which would be contrary to the terms of the contract, prior Council action, and the public contracting code.
