The <br /> following is a summary of the outreach conducted: <br /> • Community workshop on December 3, 2013 hosted by Redwood City; <br /> • Panels with housing advocates and funders, special needs service providers and <br /> housing developers hosted by 21 Elements; <br /> • Joint study session on May 27, 2014 with Housing and Human Concerns <br /> Committee and Senior Affairs Commission; <br /> • Study session on June 3, 2014 with Planning Commission, and <br /> • Various local neighborhood group and organization meetings, as well as other <br /> City commission meetings to provide information and receive feedback. <br /> DISCUSSION <br /> Required Content - State law requires that all Housing Elements address four key <br /> topics. The first three topics involve researching and identifying demographics, <br /> resources, and issues associated with housing. The Needs Assessment covers key <br /> community statistics, including population trends, household and income characteristics, <br /> special needs groups, and housing issues, along with estimates of housing need. The <br /> Housing Constraints section addresses governmental and non - governmental structures <br /> or regulations that could prevent the construction of housing. Housing Resources <br /> addresses the Regional Housing Needs Allocation (RHNA) and availability of sites in <br /> the City to address that need. <br /> The City of Redwood City was assigned the following RHNA for this planning period and <br /> Housing Element cycle: <br /> Regional Housing Needs Allocation (RHNA) for Redwood City <br /> Income Group % of Median RHNA (Housing Percentage of <br /> Family Income Units) Units <br /> Very Low 0 -50% 706 25% <br /> Low 51 -80% 429 15% <br /> Moderate 81 -120% 502 18% <br /> Subtotal 1,637 58% <br /> Above Moderate 120% 1152 <br /> TOTAL 2,789 100% <br /> This RHNA assignment above must be addressed in the subject Housing Element. Due <br /> to slight offset between the RHNA period and the Housing Element, housing units <br /> entitled in 2014 "count" towards satisfying the allocation. As detailed in the table above, <br /> 1637 of the 2,789 units (nearly 60 %) of the identified housing need is for moderate, low <br /> or very low income categories. <br /> Due to units entitled in 2014 "counting" towards the upcoming House Element cycle, the <br /> City has already made significant progress towards the above moderate category of <br /> RHNA.
