8.A. - Page 10 <br /> WHEREAS, on October 20, 2014, the City Council fully reviewed, considered, <br /> and evaluated the staff reports prepared for the City of Redwood City Draft 2015 -2023 <br /> Housing Element, including the attachments to the staff reports, oral and written public <br /> testimony, and all other documents and evidence in the public record on the Project. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF REDWOOD CITY, AS FOLLOWS: <br /> 1. The City Council, having independently heard, considered, and weighed <br /> all the evidence in the record presented on behalf of interested parties and being fully <br /> informed of the Project, finds that the City of Redwood City Draft 2015 -2023 Housing <br /> Element is in the interests of the City and conforms to applicable policies in the General <br /> Plan. This determination is based on the staff report and attachments prepared for the <br /> City Council hearing on the update to the Housing Element, each of which is <br /> incorporated herein by reference. <br /> 2. The IS /ND, which is on file with Planning Services of the City of Redwood <br /> City, is hereby adopted based on the following findings: <br /> a. The above recitals are true and correct and together with the Staff Report <br /> and attachment, including without limitation the IS /ND and all other documents, reports, <br /> studies, memoranda, maps, oral and written testimony, and materials in the City's file <br /> for the application and the Project, and all adopted City planning documents including <br /> the City's General Plan, Zoning Ordinance, and other applicable City laws and <br /> regulations, and all associated approved and certified environmental documents, have <br /> together served as an adequate and appropriate evidentiary basis for the findings and <br /> actions set forth in this Resolution. <br /> b. The City of Redwood City is the lead agency under California <br /> Environmental Quality Act (CEQA) for preparing the IS /ND, and the City Council is the <br /> entity with final decision - making authority with regard to approval of the City of <br /> Redwood City Draft 2015 -2023 Housing Element. <br /> c. The City Council finds that the IS /ND for the Project was presented to the <br /> City Council, that the IS /ND was prepared, published, circulated, reviewed and <br /> completed in full compliance with State law and CEQA Guidelines, that there was <br /> adequate public review of the IS /ND, that it has considered all comments on the IS /ND, <br /> that the IS /ND adequately discusses all significant environmental issues, and that the <br /> IS /ND reflects the independent judgment and analysis of the City Council. <br /> d. Pursuant to Section 15074 of the State CEQA Guidelines, the City Council <br /> finds, on the basis of the whole record before it, including but not limited to the IS /ND <br /> and the comments received thereon, that there is no substantial evidence that the <br /> Project, will have a significant effect on the environment. <br /> ATTY /RESO.3032 /CC RESO 2015 -2023 HOUSING ELEMENT <br /> REV: 10 -13 -14 VR <br /> Page 2 of 3 <br />
