Lengthy review periods associated with <br /> permit processing are perceived as one of the major constraints <br /> to housing development in any city, with delays in project <br /> development increasing the holding cost of developments. <br /> Complicated procedures related to various fund sources may <br /> also discourage new development especially by affordable and <br /> special needs housing developers. To facilitate residential <br /> development, the City provides development pre - application <br /> review and offers a streamlined processing system that <br /> simplifies and expedites development processing. <br /> Objectives: <br /> • Continue to evaluate and improve the streamlined <br /> processing system to facilitate residential development. <br /> • Establish a protocol that prioritizes affordable and special <br /> needs housing for processing. <br /> • Utilize CEC1A exemptions for infill development sites to <br /> shorten entitlement review time. <br /> Timeframe: Ongoing <br /> Responsible Party; Community Development <br /> Funding Sources: General Fund <br /> Program H -8: Residential Care Facilities and Group Homes. Redwood City <br /> encourages the development of residential care facilities and <br /> group homes. Consistent with State law, the City permits group <br /> homes with six or fewer residents in all residential zoning <br /> districts by right. In addition, the City permits these and other <br /> residential care facilities in many zoning districts throughout the <br /> city as quasi - public uses. However, the City's Zoning Ordinance <br /> has a multitude of terms and definitions for these types of uses, <br /> some of which conflict with each other. As part of a <br /> comprehensive effort, the City will review the Zoning Ordinance <br /> to identify inconsistencies in definitions and ensure compliance <br /> with State law. Upon completion of this analysis, the City will <br /> update the Zoning Ordinance to facilitate clarity in the approval <br /> process for these uses. <br /> Redwood City General Pla >'. <br />
