Goals and 8.A. - Page 25 <br /> Policies 2 0 1 5 - 2 0 2 3 H O U S I <br /> • In particular, analyze and consider revisions to the Zoning <br /> Ordinance to reduce minimum lot size and minimum lot <br /> width requirements for duplex, triplex, and multi - family <br /> dwellings to better encourage this type of infill <br /> development. <br /> • Based on the study performed, consider other revisions to <br /> zoning standards that would facilitate this type of <br /> development while preserving neighborhood character. <br /> Timeframe: Complete small lot development study and adopt <br /> s as appropriate by 2017 (Short Range) <br /> Responsible Party: Community Development <br /> Funding Sources: General Fund <br /> Program H -12: Second Units. Second units offer an additional source of <br /> affordable housing to homeowners and the community. <br /> Redwood City's Zoning Ordinance establishes development <br /> standards for second units on lots in residential areas with an <br /> existing single - family use. The development of this important <br /> housing type should be facilitated, while ensuring compatibility <br /> with and limited impact on existing neighborhoods. <br /> Objectives: <br /> • Review and consider revising development standards for <br /> second units to facilitate the development of more second <br /> units, including: 1) allowing units to be built over detached <br /> garages, 2) increasing maximum unit size, 3) reduced <br /> setback requirements, 4) considering waivers to allow <br /> accessory unit parking within required setbacks or tandem <br /> parking, and 5) allowing owner to occupy either the second <br /> unit or main unit. Also explore form -based approval <br /> options. Strategies to encourage second units may differ <br /> slightly between low- density and higher- density <br /> neighborhoods, to ensure neighborhood compatibility. <br /> Based on this analysis, consider modifications to the Zoning <br /> Ordinance to better encourage development of second <br /> units. Adopt modifications as appropriate. <br /> • Review development and impact fees for second units. <br /> Based on this study, consider modifying or exempting <br /> second units from certain fees to further facilitate this type <br /> of housing, and adopt policies to implement these changes <br /> as appropriate. <br /> • Establish a protocol and monitoring system to accurately <br /> track the number of second units constructed in the city, <br /> including second units that are attached, or built at the <br /> H - 1 6 0 Redwood City General Plan <br />
