As part of the study, assess the types of <br /> benefits desired by the community, such as housing stock <br /> for all income levels (includinffordable housing), <br /> infrastructure improvements, recreational and social <br /> services, or other services needed in the Redwood City <br /> community. In addition, consider the economic realities and <br /> effects of whether and how to provide incentives or require <br /> such benefits, the advantages and disadvantages of such a <br /> program, and the mechanisms (and obstacles) to implement <br /> it. Upon completion of the Partnership RWC study, consider <br /> and adopt, as appropriate, related policies and /or <br /> ordinances to implement findings. <br /> Timeframe: 2015 (Immediate) <br /> Responsible Party: Community Development; City Manager <br /> Office <br /> Funding Sources: General Fund <br /> Special Programs and Projects <br /> Program H -15: Rehabilitation Programs. To maintain the quality and <br /> sustainabilityFocus affordability of older neighborhoods and housing stock, the City <br /> offers a number of home improvement and rehabilitation <br /> programs. The Home Improvement Loan Program provides low - <br /> interest loans and grants from CDBG and HOME funds to low -- <br /> income households for the rehabilitation of owner - occupied <br /> residences. Eligible improvements include room additions, <br /> replacement of roofs, heaters, windows, insulation, lead -based <br /> paint hazard reduction, as well as many other health and safety <br /> items. <br /> The payments from these loans support a revolving fund for <br /> future rehabilitation projects. Revolving fund programs are self - <br /> supporting and administrative costs are paid from annual CDBG <br /> entitlements and program income funds, operating on an <br /> ongoing basis. <br /> Objectives: <br /> • Provide loan and grant assistance to facilitate the <br /> rehabilitation of 20 owner - occupied units per year. <br /> WE& Redwood City General Plan <br />
