Require a geotechnical analysis for construction in areas with <br /> potential geological hazards, and implement appropriate mitigation recommendations. <br /> Program PS - 25 International Building Code. Continue to implement the International Code seismic <br /> safety standards for construction of new buildings, and update the City's codes as needed <br /> to respond to new information, standards, and technology. <br /> c) Less than Significant Impact. Impacts related to liquefaction and landslides are discussed above in Section <br /> 4.6a. Lateral spreading is lateral displacement of gently sloping ground as a result of liquefaction in a shallow <br /> underlying deposit during an earthquake. Such movement can occur on slope gradients of as little as one <br /> degree. Lateral spreading typically damages pipelines, utilities, bridges, and structures. The General Plan EIR <br /> indicates that portions of Redwood City are highly susceptible to liquefaction hazards, indicating that lateral <br /> movement to an open face is possible. Thus, lateral spreading could occur in these areas. <br /> Opportunity Sites are located in or in proximity of these areas; however, General Plan Public Safety Element <br /> policies and the CBC requires all new development to have a site - specific geology report prepared by a <br /> registered geologist or soils expert and submitted to the City, which will ensure impacts related to expansive <br /> soils will be evaluated on a project -by- project basis and mitigated as necessary. Compliance with the goals <br /> and policies of the General Plan and the California Building Code will ensure potential impacts will be less - <br /> than- significant. <br /> d) Less than Significant Impact. Expansion and contraction of volume can occur when expansive soils <br /> undergo alternating cycles of wetting (swelling) and drying (shrinking). During these cycles, the volume of the <br /> soil changes markedly and can cause structural damage to building and infrastructure if the potentially <br /> expansive soils were not considered in project design and construction. The Novato and Reyes Series soils <br /> in the lowland portions of Redwood City are predominately clays and silty clays with high shrink -swell potential. <br /> The Fagan Series soils in the upland areas also have a high percentage of clay and moderate to high shrink - <br /> swell potential. The CBC requires that a soil and geological report be prepared for any development, including <br /> future potential housing. Presence of expansive soils and identification of measures to eliminate this <br /> constraint (such as removal and replacement with suitable engineered materials) will be determined through <br /> site - specific geotechnical evaluations to be conducted as part of the City's routine development review <br /> procedures. Such routine procedures will apply to all future development projects. As such, potential impacts <br /> associated with expansive soils will be less than significant. <br /> e) No Impact. Redwood City is served by the South Bayside System Authority (SBSA) for wastewater treatment. <br /> The Redwood City Public Works Services Department is responsible for operation and maintenance of the <br /> sanitary sewer collection system serving the City. Redwood City is served by a fully functional sewer system. <br /> No septic systems will be utilized in future housing.
