8.A. - Page 79 <br /> Section 4: Evaluation of Environmental Impacts <br /> As summarized above, the proposed Housing Element will not conflict with Regional Transportation - Related <br /> GHG targets or any of the other provisions of the Scoping Plan. The proposed Housing Element in fact <br /> supports four of the action categories through energy efficiency, green building, recycling /waste, and water <br /> conservation through these proposed and current policies will have no effect. Impacts will be less than <br /> significant. <br /> Regional Transportation Plan /Sustainable Communities Strategy (S8375) <br /> Plan Bay Area is a long -range integrated transportation and land use /housing strategy through 2040 for the <br /> San Francisco Bay Area. On July 18, 2013, the Plan was jointly approved by ABAG Executive Board and <br /> Metropolitan Transportation Commission (MTC). The Plan includes the region's Sustainable Communities <br /> Strategy and the 2040 Regional Transportation Plan. The goals, policies, and programs included within it are <br /> projected to obtain and exceed applicable GHG reduction targets of seven percent by 2020 and 15 percent <br /> by 2035. Projected reductions by the RTP /SCS are 10 percent by 2020 and 16 percent by 2035. Ultimately, <br /> Plan Bay Area is keyed to implement the requirements of AB32 at the regional level. For a program -level <br /> analysis, if the proposed Housing Element is consistent with the assumptions of the RTP /SCS, then long -term <br /> development within the planning area will meet regional reduction targets. Furthermore, long -term <br /> development will meet the broader statewide reduction goals of 1990 levels by 2020 and 80 percent beyond <br /> that by 2050. The proposed Housing Element will, therefore, not contribute substantially to climate change <br /> impacts if it is consistent with the regional and statewide climate change planning efforts. <br /> As assumed in Plan Bay Area, based on current City boundaries, Redwood City is forecast to grow to a total <br /> population of 84,400 by 2020 and 92,400 by 2030. The proposed Housing Element and Opportunity Sites <br /> are projected to meet the City's allocated RHNA for short -term growth, which is a function of the City's <br /> projected long -term growth. Therefore, by providing sites to accommodate the RHNA, the Housing Element <br /> is contributing short -term towards consistency with long -term growth projections and Plan Bay Area. The <br /> proposed Housing Element is consistent with the population growth forecasts because they provide the <br /> capacity for residential development to accommodate the projected population growth and not direct growth <br /> elsewhere, which will interfere with implementation of Plan Bay Area.
