Residential land uses do not typically produce excessive noise either <br /> individually or cumulatively that could substantially increase existing, ambient noise levels. Future <br /> development on the Opportunity Sites will increase ambient noise levels due to increased traffic generation in <br /> the project vicinity. The proposed Housing Element does not include changes to land uses and intensities <br /> designated in the current General Plan and analyzed in the EIR. The Housing Element does not propose any <br /> specific development or any land use changes that will invalidate this prior finding or further increase traffic <br /> levels beyond those analyzed in the General Plan EIR. Project specific increases in ambient noise levels due <br /> to future development on each Opportunity Site will be evaluated as development is proposed over the long- <br /> term pursuant to existing policies and procedures. With these existing policies and procedures, impacts <br /> related to increases in ambient noise levels will be Tess than significant. <br /> d) Less than Significant Impact. The proposed Housing Element does not authorize the development or <br /> redevelopment of any particular site but does include policies that could facilitate development of future <br /> housing. Temporary increases in local noise levels will be associated with construction activities to develop <br /> new housing. Construction noise will be controlled through the time restrictions currently established in the <br /> City's noise control requirements. The updated Housing Element will not result in any new or more severe <br /> temporary noise impacts associated with residential construction as the Housing Element does not propose <br /> land uses or intensities not already designated in the General Plan and analyzed in the EIR. Continued <br /> enforcement of the City's noise restrictions will reduce temporary noise impacts associated with the proposed <br /> Housing Element to a Tess- than - significant level. <br /> e -f) Less than Significant Impact. No private airstrips are located within or in the near vicinity of the plan area. <br /> The closest airport is San Carlos Airport, which is a public general aviation facility located along U.S. 101 near <br /> Redwood Shores. As such, the allowed development and associated increase in population from the proposed <br /> Housing Element will not be exposed to excessive noise levels generated by a private airstrip. According to <br /> the noise contours included in the 1996 San Mateo County Comprehensive Airport Land Use Plan, no <br /> Opportunity Sites lie within the 65 dBA CNEL contour and thus will not be impacted by airport operations. <br /> Airport noise impacts will be Tess than significant. <br /> 54 Redwood City Housing Element Initial Study <br />
