We <br /> support Redwood City's efforts to encourage higher density and mixed -use development close <br /> to Caltrain and other transportation hubs. However, we want to ensure that development in <br /> these high opportunity areas takes place in an equitable manner - avoiding displacement of <br /> existing lower income communities and providing housing for a range of economic levels. <br /> The following are preliminary comments regarding the first draft of the City's Housing <br /> Element issued on May 29, 2014. <br /> PUBLIC PARTICIPATION (SECTION 65583(c)(8)) <br /> • HLC lauds the City of Redwood City's efforts to engage the public in the draft <br /> formulation process and the several meetings held to elicit feedback. However, the fact <br /> the City Council did not review the draft Housing Element before it was submitted for <br /> HCD review is troubling. Not only did this eliminate the opportunity for Council to <br /> review and provide feedback on the draft, but also prevented the Council from hearing <br /> additional concerns from the public. <br /> REVIEW AND REVISE (SECTION 65588) <br /> • Although RHNA designations are not a mandate to build, it would be useful for the city <br /> to highlight not only how well its quantified objectives were met, but to compare it to <br /> the overall need for housing growth compared to RHNA 4 numbers.
