8.A. - Page 119 <br /> • Include a timeline and next steps for developing and completing the <br /> Community Benefits Ordinance (H -14). Next steps should include a program to <br /> convene affordable housing stakeholders to discuss types of benefits and <br /> incentives to be included in the ordinance. <br /> • A program to identify all publicly owned parcels and brownfield sites. <br /> • A program to adopt a policy to prioritize, require, or incentivize housing <br /> affordable to those making 80% AMI or less on public land. <br /> Other Land Use and Financing Tools <br /> Given the high costs of land and the overall market strength in the city not - for - profit <br /> developers cannot against market rate developers to acquire land for development. <br /> Presently inclusionary ordinances do face legal challenges but this is only true for <br /> residential units built for rent. The legal challenges to inclusionary ordinances do not <br /> apply to the homeownership provisions of the ordinances. To address concerns <br /> triggered by legal challenges to the rental portion of the ordinance local jurisdictions, <br /> including Redwood City, have embarked on nexus studies to establish the maximum <br /> allowable fees for multi - family rental projects and commercial projects. <br /> NPH strongly supports the recommendations of the city's Housing and Human <br /> Concerns Committee that the city develop an Inclusionary Ordinance for residential <br /> developments intended for homeownership. <br /> To further the city's goal of maintain a diversity of housing options, NPH strongly <br /> suggests the city include the following programs in future iterations of the draft housing <br /> element: <br /> • Include a program to develop an Inclusionary Ordinance applicable to market <br /> rate developments intended for homeownership. <br /> • Include a program to include a yearly general fund set aside for affordable <br /> housing production. <br /> • Include a program to hold public meetings to discuss findings of the <br /> Countywide Nexus Study six months after the study is completed. <br /> • Include a program to assess the feasibility to develop a site acquisition <br /> program. <br /> Thank you for the opportunity to provide comments on the City of Redwood City's <br /> draft housing element.
