8.A. - Page 126
o Redwood City should include a program to preserve mobile home parks
as a source of affordable housing. While Redwood City's Zoning Code
does include a mobile home park category (MH), only two of Redwood
City's nine mobile home and/or RV parks appear to be zoned MH.
Further, Redwood City does not have a mobile home rent control
ordinance, nor does it have a mobile home park conversion ordinance.
The housing element should include a program to consider such policies,
as well as a no- net -loss policy for mobile home park lands, as part of its
obligation to conserve and improve the existing housing stock.
o Redwood City should consider rent stabilization and just cause eviction
protections to prevent the displacement of low- and moderate - income
renters due to rising rents.
o Redwood City should consider an ordinance prohibiting discrimination
against Section 8 voucher- holders. The draft housing element notes
Section 8 as an important affordable housing resource (H -51, H123) but
does not discuss the widespread problem of discrimination against Section
8 voucher - holders. (See HCD, Analysis of Impediments to Fair Housing
(2012), p. 13 -2
<http: / /www.hcd.ca.gov/hpd/hrc /rep /fed/state_of_ca_ analysis_ of impedi
ments_full %20report0912.pdf >.) Redwood City should set forth a
program to consider local protections for Section 8 voucher - holders; such
ordinances already exist in East Palo Alto and San Francisco.
Conclusion
Thank you for considering these comments. We look forward to discussing them and
responding to any questions you may have when we talk on the phone tomorrow.
Sincerely,
/s/
Melissa A.
