7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 20, 2014 <br /> SUBJECT <br /> Parcel Map and associated agreements for the development at 601 Brewster Avenue <br /> by Fuller Street Partners, LLC <br /> RECOMMENDATION <br /> 1. By motion, approve the Parcel Map for lot merger at 601 Brewster Avenue. <br /> 2. By motion, approve and authorize the City Manager to execute an Improvement <br /> Agreement with Fuller Street Partners, LLC. <br /> 3. By motion, approve and authorize the City Manager to execute a Landscape <br /> Maintenance Agreement with Fuller Street Partners, LLC. <br /> 4. By motion, approve and authorize the City Manager to execute a Stormwater <br /> Treatment Measures and Maintenance Agreement with Fuller Street Partners, LLC. <br /> BACKGROUND <br /> The project is a 5 -story, 133 for -rent apartment development, with two levels of <br /> subterranean parking. On March 18, 2014, the Planning Commission approved the <br /> Tentative Parcel Map and Planned Community Permit for 439 Fuller Street. The site <br /> address has since been changed to 601 Brewster Avenue. Half of the project site <br /> formerly housed a commercial building, and the other half was comprised of 4 vacant <br /> lots. <br /> ANALYSIS <br /> The developer's engineer completed the parcel map, improvement plans, and <br /> specifications compliant with the Subdivision Map Act, Redwood City Ordinances, City <br /> Standards, and to the satisfaction of the City Engineer. The parcel map merges five <br /> existing parcels into one. Improvements include new sewer, storm and water services, <br /> a public water main and new fire hydrants, sidewalk modification per Downtown Precise <br /> Plan standards, trees, and street lighting. The project also includes the re- opening of <br /> the Winslow - Fuller intersection (Fuller Street is currently a cul -de -sac), in accordance <br /> with the Downtown Precise Plan. <br /> The developer, Fuller Street Partners, LLC, will post bonds in the amount of <br /> $575,823.40 as required by the Improvement Agreement. The developer anticipates <br /> completion of all improvements by the end of 2016. All work associated with this project <br /> is being paid for by the developer. <br />
