7.1.D. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 20, 2014 <br /> SUBJECT <br /> Award of Contract — 2014 -2015 Sanitary Sewer Replacement Project <br /> RECOMMENDATION <br /> By motion, approve the contract documents and award the standard form construction <br /> contract (Section 00520) for the 2014 -2015 Sanitary Sewer Replacement Project to <br /> Casey Construction Inc. of Emerald Hills, California for their responsive and responsible <br /> low bid of $2,094,946.00; and, authorize the City Manager to increase the contract <br /> amount, if necessary, up to 10% of the original contract amount, not to exceed <br /> $2,304,440.60. <br /> BACKGROUND <br /> The City systematically replaces sections of aging sewer infrastructure to ensure the <br /> continued reliability of the system. Each year, staff identifies pipelines that required <br /> excessive maintenance or experienced repeated service disruptions and target those <br /> pipelines for improvement. <br /> ANALYSIS <br /> CCTV inspection review of Sanitary Sewer Basin Nos. 4, 5C and 9 were completed in <br /> 2013. Staff's review of the inspection videos revealed numerous defects in these sewer <br /> basins. A number of construction options for repair /replacement have been evaluated <br /> by Staff to determine the most cost - effective method of mitigation. For this project, a <br /> traditional open trench method has been chosen in order to replace the identified pipe <br /> defects. <br /> The proposed sanitary sewer replacement project will improve the condition of, and <br /> minimize infiltration and inflow into, the sewer collection system. This project will <br /> replace approximately 9,483 lineal feet of 6 -inch, 8 -inch, and 10 -inch vitrified clay pipe <br /> (VCP) sewer main with new 8 -inch, and 10 -inch polyvinyl chloride pipe (PVC), 42 <br /> sanitary sewer manholes and 227 sanitary sewer laterals. <br /> Eleven (11) bids were received for the 2014 -2015 Sanitary Sewer Replacement Project <br /> by the bid deadline on August 13, 2014. The bid amounts are summarized in the table <br /> below. <br />
