7.1.D. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager October 20, 2014 SUBJECT Award of Contract — 2014 -2015 Sanitary Sewer Replacement Project RECOMMENDATION By motion, approve the contract documents and award the standard form construction contract (Section 00520) for the 2014 -2015 Sanitary Sewer Replacement Project to Casey Construction Inc. of Emerald Hills, California for their responsive and responsible low bid of $2,094,946.00; and, authorize the City Manager to increase the contract amount, if necessary, up to 10% of the original contract amount, not to exceed $2,304,440.60. BACKGROUND The City systematically replaces sections of aging sewer infrastructure to ensure the continued reliability of the system. Each year, staff identifies pipelines that required excessive maintenance or experienced repeated service disruptions and target those pipelines for improvement. ANALYSIS CCTV inspection review of Sanitary Sewer Basin Nos. 4, 5C and 9 were completed in 2013. Staff's review of the inspection videos revealed numerous defects in these sewer basins. A number of construction options for repair /replacement have been evaluated by Staff to determine the most cost - effective method of mitigation. For this project, a traditional open trench method has been chosen in order to replace the identified pipe defects. The proposed sanitary sewer replacement project will improve the condition of, and minimize infiltration and inflow into, the sewer collection system. This project will replace approximately 9,483 lineal feet of 6 -inch, 8 -inch, and 10 -inch vitrified clay pipe (VCP) sewer main with new 8 -inch, and 10 -inch polyvinyl chloride pipe (PVC), 42 sanitary sewer manholes and 227 sanitary sewer laterals. Eleven (11) bids were received for the 2014 -2015 Sanitary Sewer Replacement Project by the bid deadline on August 13, 2014. The bid amounts are summarized in the table below.
