d. Describe the cost effectiveness of the project. Does the project provide a
relatively high impact for the cost?
The majority of the construction items in the proposed project are low-cost,
highly effective improvements such as high visibility crosswalks, curb ramps,
and current, high visibility school signage. To the extent that the curb
extensions are a high cost item with the scope, during the PS&E phase the city
will evaluate the most appropriate design (curb extension with new curb and
gutter, doweled in construction that minimizes utility impacts and regrading)for
each curb extension given the site conditions (taking into consideration: utility
conflicts, tree cover/debris, and roadway crown) to minimize costs.
e. Does the project senre a low income/transit dependent population in the
immediate vicinity? Provide supporting documentation.
Yes, the majority of the students attending the project schools come from low-
income populations.
School Percent of students who are socio-
economically disadvanta ed*
Adelante 53
Hawes g2
John Gill 62
Roosevelt 80
Roy Cloud 9
"According to each school's most recent Single Plan for Student Achievement
IV. List each
document or policy, the publication date and the page upon which the project
can be found. Attach relevant pages.
The proposed project seeks to increase the safety of children walking and bicycling to
school and thereby:
• Encourages them to be more physically active,
• Reduces congestion and vehicle admissions associated with driving children to
school,
• Improves air quality,
• Increases travel options for parents and their children.
Improved walkability— by making walking a safer and more convenient choice - is a
cornerstone of the County Plan and is a highlight of the city's Circulation E/ement of the
General Plan. Both documents highlight the importance of a safe walking environment
around schools. The city's Safe Routes to School Report is an even more in depth
discussion and analysis of specific measures to be taken to increase walkability and is
the basis for the project scope.
REV:09-04-14 VR 24
ATTY/AGR/2014.160/SAN MATEO COUNTY TRANSPORTATION AUTHORITY
