7.2.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> November 3, 2014 <br /> SUBJECT <br /> Amendment to the City's Classification and Salary Plan <br /> RECOMMENDATION <br /> Adopt a resolution amending the City's classification and salary plan to adjust the salary <br /> range for the position of Communications Supervisor. <br /> BACKGROUND <br /> In support of the City's strategic initiative of efficient government operations, the City's <br /> Classification and Salary Plan is periodically reviewed and amended to ensure optimal <br /> organizational performance. In 2012, the Police Department reorganized its <br /> management structure and has continuously monitored and evaluated staffing needs in <br /> light of current and emerging service demands. In this process, the Department <br /> identified positions and classifications in need of further evaluation to ensure the <br /> Department's ability to hire and retain appropriate staff to deliver the City's core <br /> services. One of the positions identified for further analysis was the Communications <br /> Supervisor position, which oversees the Police Department communications and <br /> dispatch center. This classification was established in 2007 to provide dedicated <br /> supervisory support for the communications section, under the management of the <br /> Administrative Police Captain. The duties and responsibilities of the Communications <br /> Supervisor have changed over time with changes in technology and the Police <br /> Department's organizational structure. In addition, there appeared to be an insufficient <br /> total salary differential between the Communications Supervisor and subordinate <br /> classifications. Therefore, the Department requested a re- evaluation of this <br /> classification and salary. <br /> ANALYSIS <br /> Human Resources staff conducted a job analysis of the Communications Supervisor <br /> position, which included an inventory of job duties and responsibilities as well as a <br /> survey of comparable positions in benchmark cities. Cities within the County of San <br /> Mateo are unique in their communications center operations in that they handle <br /> dispatch responsibilities for law enforcement only, as the County provides Fire and EMS <br /> dispatch services for the entire region.
