7.3.B. - Page 4 <br /> 8. PUBLIC HEARING(S) <br /> A. Adoption of City of Redwood City 2015 -2023 Housing Element <br /> Mr. Aknin, Community Development Director, introduced the item and explained the <br /> sequence for the evening (presentation on file). Ms. O'Dell, Principal Planner, provided <br /> the specifics on the Housing Element covering public outreach and the joint meetings <br /> that were held to obtain input as well as Planning Commission meetings where the item <br /> was reviewed and voted upon. She covered the four items that are part of the Housing <br /> Element, as well as the RHNA (Regional Housing Needs Allocation) numbers. She <br /> further provided a full breakdown of these numbers. Ms. O'Dell reviewed the prior goals <br /> of the Housing Element and how staff's assessment was that the goal still stood but the <br /> policies and programs could gain from some more tweaking. She highlighted that the <br /> current emphasis includes: Affordability; Make it Easier to Build; Senior Housing; and, <br /> Build on the Success of Downtown. Next, Ms. O'Dell addressed each of those topics by <br /> elaborating on how each is defined more clearly and what each one encompasses. She <br /> said that the California Housing and Community Development Department reviewed the <br /> document and provided preliminary approval, and that the Planning Commission was in <br /> concurrence with approval of the Housing Element. She added that no Zoning is being <br /> changed. <br /> One Council Member inquired about the buildings on Woodside Road and if they were <br /> going to be brought into compliance. Another Council Member noted that there are no <br /> plans to change the R1 (single family residential) Zoning. Mr. Aknin said that the only <br /> plans for Zoning consideration are continuing the discussion with the community about <br /> Accessory Dwelling Units. <br /> Mayor Gee opened the Public Hearing. <br /> Public Comment: <br /> Jan Shriber said that people are not happy with what is going on and the two main <br /> concerns are water and traffic. She commented that a significant number of the <br /> population is not happy with this and questioned where the water will come from to <br /> provide for additional people. <br /> Stacey Laumann, Project Manager with Habitat for Humanity Greater San Francisco, <br /> read a letter in support of the Housing Element. She spoke in support of continued <br /> collaboration as being important and said the Draft Housing Element can help facilitate <br /> such opportunities. She encouraged the City Council to support investment in various <br /> programs that will produce housing downtown. <br /> Beverly Purrington said she applauds the efforts, but in her opinion, it is not ambitious <br /> enough and the Housing Element seems to lack a real game plan. She said she was <br /> hoping for much more planning by the City. While she understands that there currently <br /> certain items in progress, she expressed concern that things are not spelled out in detail <br /> and that there may be unintended consequences.
