7.1.B. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
November 17, 2014
SUBJECT
Agreement to develop CalOpps software application for the City of Foster City
RECOMMENDATION
Approve, by motion, the agreement for Information Technology to develop a new
version of CalOpps for the City of Foster City and authorize the City Manager to execute
the agreement.
BACKGROUND
Since 1999, the City of Redwood City has been providing information technology
services to other agencies in the San Mateo County region. These services include
software development, information technology management services, and infrastructure
support.
ANALYSIS
CalOpps is a software application developed by the City of Foster City that many local
government agencies, including the City of Redwood City, use in the staff recruitment
process. The current version was developed many years ago using an older technology
that Foster City no longer supports due to attrition in their software development team.
In July of 2014, Foster City approached Redwood City Information Technology staff
requesting support in developing a new version of CalOpps using a more current
development environment, adding several functions to improve the effectiveness and
ease of use of this recruitment tool.
This project represents an opportunity to expand the provision of IT services to a new
agency and provide an important upgrade to the CalOpps application that is relied upon
by Redwood City and many other local governments.
ALTERNATIVES
The Council could elect not to approve the agreement.
FISCAL IMPACT
The agreement will generate approximately $130,000 of revenue in fiscal year 2014 -15
as well as potential revenue in subsequent fiscal years supporting the new application.
