7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> November 17, 2014 <br /> SUBJECT <br /> Agreement for Professional Survey Services with MacLeod and Associates, Inc. related <br /> to Water Main Replacement Capital Improvement Program and Redwood City Recycled <br /> Water Project Phase 2A <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute the Agreement for <br /> Professional Services with MacLeod Associates, Inc. of San Carlos, CA, in an amount <br /> not to exceed $142,550.00 for topographic surveying services for the Proposed Potable <br /> Water Main Replacement Capital Improvement Projects Program and Recycled Water <br /> Line Project Phase 2A. <br /> BACKGROUND <br /> The City of Redwood City annually replaces existing water mains as part of its Potable <br /> Water Main Replacement Capital Improvement Program (CIP). These CIP projects are <br /> intended to improve water quality to customers, replace aging pipes that are failing and <br /> increase the size of water mains to increase flow and improve fire protection. <br /> On October 10, 2011, the City Council accepted the Water System Master Plan Report <br /> and directed staff to move forward with specific recommendations for future Council <br /> consideration. The Water System Master Plan prioritized the system pipeline <br /> replacement into seven priorities or programs. <br /> "Priority -one" pipelines will be completed by the end of this fiscal year. "Priority -two" <br /> pipelines will be the CIP program focus for the next few years. "Priority -two" pipelines <br /> include water mains that are generally 4- inches in diameter or smaller, and water mains <br /> that are greater than 4- inches in diameter and have had at least four leaks in the past <br /> seven years. The intention is to replace mains that break frequently and require <br /> continued maintenance, as well as mains that don't provide adequate volume of water <br /> for domestic use and fire protection to the residents and businesses on that street and <br /> surrounding neighborhoods. <br /> The recommended contract for a street and utilities survey will provide information <br /> related to "Priority -2" pipelines. The survey will provide the City with topographic <br /> drawings that show the depths and alignments of existing underground utilities. The <br />
