.. .. . . I II . ..

REPORT .1 B- ,
- To the Honorable Mayor and City Council
From the City Manager
...-
May 3, 2úO4
Subject
Purchase of one (1) combination sewer and storm drain cleaning truck
Recommendation
By Motion approve the purchase of one (1) combination sewer and storm drain cleaning
truck in the amount of $213,848.95 from Municipal Maintenance Equipment of
Sacramento, CA under the Cooperative Purchase Agreement of the City of Foster City,
Purchase Order #154086.
Background
During the FY 2003/2004 budget review process the City Council approved the purchase of
one combination sewer and storm drain cleaning truck for the Public Works Services
Department. This combination cleaning truck will be used by the Sanitary Sewer
Maintenance Section for their sewer main flushing program and by the Storm Drain
Maintenance Section for suction cleaning of storm drains and pipes as required under the
N.P.D,E.S. permit. Combination type cleaning trucks have the capability to clean drains,
-' pipes and basins by either high pressure flushing and or vacuuming them or by using both
techniques simultaneously, which is the most efficient method.
The purchase of this combination cleaning truck is for the scheduled replacement and
desired upgrade of the departments existing 1992 sewer cleaning truck. The 1992 unit has
limited capabilities in that it can only flush drains and pipes and cannot clean them using
the flushing / vacuuming technique.
Alternative
The alternative to going out to bid for a combination cleaning truck would probably not
result in any cost savings since the City of Foster City bid was a recent competitive bid
process in which Municipal Maintenance Equipment was the lowest responsible bidder.
Fiscal Impact
Funds for the purchase of this combination sewer and storm drain cleaning truck were
approved and appropriated by the City Council in the FY 2003/04 Equipment Replacement
Fund Budget in the amount of $186,900.00, The remaining balance of $26,948.95 will
initially be financed from retained earnings in the Equipment Replacement Fund. This
amount will be subsequently recovered from the operating budget of the user department
through the vehicle replacement charges in future years. ~
.~
Ed ¿erett
- Public Works Services Director City Manager
Attachment: None
