� � � � <br /> � � <br /> T�: Parks & Recreation Commission <br /> FROM: Op�rational Policies Committee - Chairman Schlesinger <br /> DATE: November 13, 1978 <br /> SUBJECT: PROPOSED SENIOR CITIZEN DISCOUNT OF BUILDING USE FEES <br /> The Operational Policies Comnittee met on November 13, 1978. Those <br /> present were Corrmissioners Schlesinger, Anderson and Hayes. <br /> The committee met to discuss the proposal to grant senior citizen <br /> qroups a discount on the fees which are normally charged for the use <br /> of the buildinq facilities administered by the Parks & Recreation <br /> Department. It was pointed out to the Committee that the staff had <br /> received requests to investigate the possibility of reducing the nor- <br /> mal fees to senior groups using these faciiities. It was indicated <br /> that particularly since Proposition 13 resulted in an increase in the <br /> building use fees, that some of the senior groups were having a diffi- <br /> cult time in meeting the fee requirements. The Comni�tee was reminded <br /> that the only senior grou� that was co-sponsored by the Department and, <br /> therefore, exempt from the fees is the Fun-After-Fifty C1ub. Various <br /> other organized senior groups such as the American Association of Retired <br /> Persons, the National Association of Retired Federal Employees, the Senior <br /> Citizens United, the Senior Forum, etc. , are not co-sponsored and, there- <br /> fore, are responsible for the applicable fees for their particular event. <br /> In many cases the senior citizens belong to several different senior organi- <br /> zations and, therefore, the participation depends entirely upon the senior <br /> citizens particular interest. The recent fee increases resulted in approxi- <br /> mately a 30-40% increase which apparently is placing a burden on some of <br /> the senior groups to use the facility. <br /> Upon discussing the matter, the Committee considered several options which <br /> dealt with creating a new group priority establishing a senior fee schedule, <br /> reducing fees by discounting, as well as considering making no changes. <br /> The group priority definitions were reviewed and discussed as they would <br /> relate to senior citizen group use. During the discussion, it was the <br /> consensus of the Committee that the group priority definitions should not <br /> be changed and are adequate to handle senior group use. It was felt that <br /> this use would qualify under Group IV Priority for most foreseeable events. <br /> The Group IV Priority states that the group must be a Redwood City based <br /> community service club or organization, must be non-profit, have organiza- <br /> tional structure, and membership must be over 50� Redwood City residents. <br /> The staff indicated to the Committee that there is a wide variance among <br /> the cities on the peninsula with respect to special treatment for senior <br /> citizens. Some cities make no charges to senior citizens for the use of <br /> -5- <br />
