 ,
addition of substantial areas of maintenance. The question of maintenance
was discussed at some length and it was suggested that the department's
maintenance priority be altered to provide maintenance to Canyon Park with
no additional cost. It was pointed out to the Commission that there are always
options with respect to the level of maintenance as well as what should be
maintained; however, the difficulty comes in arriving at the priorities--who
is willing to give what up.
Several commissioners voiced concern that by providing numerous options in the
Capital Program, it would reduce the possibility that the Canyon Park project
would be approved. It was subsequently suggested that only the Canyon Park
project be presented in the Capital Improvement Program, and that the other
park projects be prioritized and held in reserve in case the Canyon project
was not approved. Mr. Jeeks indicated that if Canyon Park was the only proj-
ect presented in the Capital Improvement Program, and it was not approved,
then there would be little opportunity to offer any other options for Council
consideration. It was pointed out that the Capital Improvement proposal must
be complete and not fragmented. Further discussion resulted in the Commission's
deciding that every effort should be made to emphasize to the Council the
strong feeling that the Commission has with respect to the priority develop-
ment of Canyon Park. Mr. Weeks indicated that this could be done in the budget
justification which would accompany tfie Capital Improvement Program. Commissioner
Pound suggested that each Commissioner should be present at the budget hearings
to provide input to the Council .
MOTION: Commissioner Rollins moved, seconded by Commissioner
Pound, to list the capital improvement areas in the
following priority:
1 . Canyon Park
2. Palm Park
3. Red Morton Park.
The motion carried unanimously by voice vote.
Further discussion ensued with respect to the prioritizing of individual
projects within Palm and Red Morton Parks. It was determined that the 15
individual projects should be collectively presented and prioritized with-
out respect to park areas. Additional comment resulted in the following
motion:
MOTION: Commissioner Pound moved, seconded by Commissioner
Jeintraub, to rescind the previous rotion listing the
priority of Canyon, Palm, and Red Morton Parks. The
motion carried by the following vote:
Yes - Commissioners Aldrich, Knecht, Pound, Schlesinger,
Weintraub and 4Jilson
No - Corrni ssi oner Rol l i ns
-2-
