Weeks commented that the Department had received a letter <br /> from the Juventus Sports Club of Redwood City , which spoke to the Civil Hidalgo <br /> letter and expressed concern about the soccer organizations within the city and <br /> some of the problems with which they are faced . He said that the concern expressed <br /> in Mr . Bustos ' letter was basically one of facilities and the utilization of <br /> facilities for soccer , specifically night- lighted practice facilities . Mr . <br /> Weeks stated that Mr . Solomon Bustos from the Civil Hidalgo Soccer Association <br /> was present to comment on the matter . <br /> At the request of Chairman Knecht Mr . Weeks then read the letter from the Civil <br /> Hidalgo Association which was addressed to the City Council and considered by <br /> the Council at their meeting of January 26 , 1976 . He also read the memorandum <br /> from the City Council referring Mr . Bustos ' letter to the Park and Recreation <br /> Commission and staff for investigation and report together with a letter from <br /> Mr . Dennis Ryan , Director of the Youth Division of the Juventus Sports Club . <br /> This letter had also been addressed to the City Council with a copy having been <br /> received by the Parks and Recreation Department on February 4 , 1976 . <br /> At the conclusion of the reading of this correspondence Chairman Knecht called <br /> on Mr . Solomon Bustos for comment . Mr . Bustos said that he believed his letter <br /> clearly stated the problems and his organization ' s concerns . <br /> Mr . Weeks indicated that the problem rests in trying to take advantage of the <br /> limited resources that the city has available in meeting the numerous requests <br /> for athletic facilities . Mr . Weeks stated that the City does not have enough <br /> athletic facilities either lighted or unlighted to meet all the requested needs . <br /> He further indicated that the Department had been working with the school dist- <br /> ricts in developing new rules and regulations with respect to priorities of use <br /> and their concerns with respect to the use of school property . Mr . Weeks <br /> stated that another problem lies in the fact that some soccer organizations play <br /> year-round and that this year- round operation conflicts with other seasonal sports <br /> as well as necessary maintenance schedules . <br /> Mr . Weeks then asked Superintendent Paulson to comment with respect to how his <br /> division attempts to work with all soccer groups . Mr . Paulson indicated that <br /> the soccer organizations are asked to meet with the Department in September to <br /> schedule some of their facility needs . He indicated that in regard to league <br /> games there does not seem to be a problem , and that there is sufficient field <br /> space . The problem arises when there is a demand to use the limited lighted <br /> facilities for practice sessions . This problem was further complicated this <br /> year when Bechet and Griffin Fields were removed from service to receive nec - <br /> essary maintenance and renovation . Mr . Paulson indicated that he believed Mr . <br /> Bustos ' problem came into being when the lighted facility of Hawes Park was also <br /> removed from service for maintenance purposes . He further stated that he felt <br /> that these problems would continue as long ..as some soccer organizations continued <br /> to have year-round programs . It was his belief that these organizations must <br /> initiate a shorter season that will work with other seasonal sports . <br /> - 2 - <br />
