8.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> December 8, 2014 <br /> SUBJECT <br /> Consideration of Historic Landmark Designation and Historic Preservation Agreement <br /> (Mills Act Contract) for a multi-family structure located at 139-143 Duane Street/3039 <br /> Broadway Street (APN 052-232-110) <br /> RECOMMENDATION <br /> Hold a public hearing and: <br /> 1. Adopt a resolution designating the structure located at 139-143 Duane Street/3039 <br /> Broadway Street, Redwood City, California, an Historic Landmark, and <br /> 2. By motion, approve and authorize the City Manager to execute and record an <br /> Historic Property Preservation Agreement for said property. <br /> BACKGROUND <br /> At their March 13, 2014 special and regular meetings, the Historic Resources Advisory <br /> Committee (HRAC) toured the subject site, reviewed the DPR 523 form prepared by Mr. <br /> Richard Brandi (qualified architectural historian), and heard testimony regarding the <br /> potential historic significance of the residence. The HRAC voted 4-0 (Committee <br /> Member Eakin absent) to a) Recommend local historic designation of the structure at <br /> 139-143 Duane Street/3039 Broadway Street, and b) Recommend approval of a Mills <br /> Act Contract and associated 10-year maintenance and improvement plan, as amended. <br /> At their October 7, 2014 regular meeting, the Planning Commission held a public <br /> hearing and heard testimony regarding the potential historic significance of the structure <br /> and voted 6-0 (Commissioner Hale absent) to a) Recommend local historic designation <br /> of the structure at 139-143 Duane Street/3039 Broadway Street, and b) Recommend <br /> approval of a Mills Act Contract and associated 10-year maintenance and improvement <br /> plan, as amended. <br /> ANALYSIS <br /> DESIGNATION PROCESS (REDWOOD CITY MUNICIPAL CODE, CHAPTER 40 — HISTORIC <br /> PRESERVATION) <br /> The historic landmark designation process is a three-step process which first involves a <br /> recommendation from the HRAC to the Planning Commission. The second step is a <br /> recommendation from the Planning Commission to the City Council. The third step is <br /> final action by the City Council.
