7.1.A. - Page 1 <br /> Kmrur(T <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> December 8, 2014 <br /> SUBJECT <br /> Agreement Between the City of Redwood City and All City Management Services for <br /> Crossing Guard Services <br /> RECOMMENDATION <br /> Approve by motion, a one year amendment to the agreement between the City of <br /> Redwood City and All City Management Services to provide crossing guard services for <br /> the fiscal year 2014-2015, and authorize the City Manager or his designee to execute <br /> the amendment. <br /> BACKGROUND <br /> Starting in fiscal year 1999-2000, the City has contracted with All City Management <br /> Services to staff nineteen crossing guard posts. The City chose to contract with All City <br /> Management to provide crossing guard services in lieu of maintaining a staff of part- <br /> time non-sworn police department personnel. The contract was due for renewal on July <br /> 1, 2014. All City Management did not forward a contract renewal amendment until after <br /> the start of the fiscal year and police department personnel inadvertently did not submit <br /> the amendment for approval at the start of the school year. The current projected cost to <br /> provide these services for this fiscal year shall not exceed $182,367.00. <br /> ANALYSIS <br /> Prior to contracting with All City Management Services, the Police Department managed <br /> and staffed crossing guard posts but found it difficult to conduct supervisory oversight <br /> and maintain crossing guard staffing. Staffing vacancies had to be filled with <br /> Community Service Officers or Police Officers, necessitating the reassignment of <br /> personnel from patrol, traffic enforcement, and the investigation of crimes. These <br /> reassignments resulted in fewer police personnel available for calls for service and less <br /> time available for proactive law enforcement and criminal investigations. Staffing <br /> reductions in Community Service Officers has made it even more difficult for police <br /> personnel to provide this type of service to the community. <br /> All City Management Services maintains on-call employees to fill vacancies as needed, <br /> provide training, equipment, and supervision for its employees and provides liability <br /> coverage. <br /> The contract renewal compensates All City Management Services at a rate of $16.61 <br /> per hour for each hour of crossing guard service. This is an eleven percent increase <br /> over the previously agreed upon rate. The increase in the hourly rate is primarily due to <br /> the increase in the state minimum wage that took effect on July 1, 2014. All City <br /> Management Services has always had to pay somewhat more than the state minimum <br /> wage in order to attract qualified candidates able to handle the responsibilities <br /> associated with crossing guard duties. <br />
