Mr. Weeks stated th.at most adult activities are fee based and that . <br /> in addition to extra fees being cha.rged to non-residents, preferential <br /> signups were allowed residents. He reminded the Comnission that the Stamp <br /> Club's immediate problem was not on how to raise the rental fees should <br /> they not qualify for co-sponsorship status but how to meet the residency <br /> requirements of the co-sponsorship policy. It was then suggested that <br /> if the CTub were to wait until later in the year it could more adequately <br /> assess its recruitment campaign and that if a problem still existed at <br /> that time the matter could be brought back to the Commission. Mr. Rosen <br /> indicated that the Glub would wait until November or December to return <br /> to the Commission, if necessary. <br /> Chairwoman Pound thanked Mr. Rosen and Ms. Will for bringing this matter <br /> before the Commission. <br /> . <br /> AGENDA ITEM 2 - The Initial Review - Master Street Tree Plan <br /> Mr. Weeks indicated that almost two years of work had cumulated in the <br /> Master Street Tree Plan which was before the Comnission. He indicated <br /> that the plan should be considered as a working document which involves <br /> administrative management work, forms, policies and procedures, etc. In <br /> addition to designatinq the Master Street Tree Plan for the City streets, <br /> the plan and study involved an extensive street survey which can be <br /> utilized by the Public Works Department as well as the Parks and Recrea- <br /> tion Department and which was jointly financed by both departments. This <br /> data will be computerized for maximum use. Mr. Weeks indicated that the <br /> areas in which the Comnission would be most interested are those which <br /> deal with the implementation of the various policies with respect to <br /> street trees. <br /> Mr. Weeks then introduced Mr. John Cyprien, the consultant who performed <br /> the study and prepared. the Master Street Tree Plan. � Mr. Cyprien, in <br /> responding to questions from the Comnission, explained that the Street <br /> Tree Questionnaire which had been mailed to several neighboring communi- <br /> ties was intended to provide information with respect to the practices <br /> being employed by those comnunities and to assist in adopting relevant <br /> and workable ordinances and procedures. He further discussed, with <br /> respect to the plan, the cost of planting material as compared to other <br /> cities, the methods of plant material purchase and storage, the necessity <br /> for provisions allowing contracting for tree pruning and spraying, the <br /> criteria used in selecting "official trees" for the Master Plan, an <br /> explanation of the reporting area system and the inventory listings, the <br /> problems related to small parkways and the criteria used for choosing <br /> trees for various types af parkways, a reasonable timetable for Master <br /> Plan implementation, the impact of implementation on the comnunity and <br /> improper pruning practices employed by individual homeowners. At the <br /> conclusion of the discussion the following motion was made: <br /> MOTION: Commissioner Weintraub moved to accept and approve the <br /> Master Street Tree Plan and to recommend its approval <br /> by the City Council , seconded by Commissioner Rollins. <br /> - 3 - <br />
