She said that there are a lot of creative people around. <br /> City Manager Fales repeated that a capacity to grow on the job was very important , <br /> and that he knows that there are experienced people around who are also creative . <br /> Be would hope to have a combination of both . <br /> Continuing on the question of education , experience , capability , and creativity, <br /> Mr . Gonzales felt that the person should have a Junior College education or an <br /> equivalent amount of experience . This much education has already introduced <br /> the person to the level of work anticipated and would be likely to inspire that <br /> person toward higher education as a means for further growth . <br /> Mr . Moriguchi wondered where this job would lead--that is , would this person <br /> ultimately be a department head? The question was not answered specifically . <br /> Chairman Keckley rated enthusiasm, knowledge , familiarity with Federal programs , <br /> and a capacity to grow as being higher in importance than having a college <br /> education . He suggested that high school education be the base . Mr . Soderer <br /> responded that requiring Junior College or equivalent would help to define the <br /> nature of the job at a higher plane than would be suggested by merely requiring <br /> high s chool graduation ; and the latter might discourage some qualified people <br /> from applying for the position if it would appear to be of lower esteem. <br /> Mr . Petersen felt that education as a requirement ought not even to be mentioned . <br /> This would leave options open for both applicants and the City , and he felt that <br /> when the right person for the job appears , the City will know it , and his level <br /> of education might not be a factor at all . Be raised the question, too, as <br /> whether the position is needed now or whether the Committee should be functioning <br /> for awhile on its own before turning over any of these functions to a full-time <br /> staff . He also asked about the availability of Federal funding for programs that <br /> might , or possibly can ' t be carried out at this time , whether the Cowe ' ttee desires <br /> them or not . <br /> Speaking on the relationship between the Committee and the staff, Mr . Moriguchi <br /> said that the Committee should be in a lead role , but that the staff should be <br /> someone to supply alternatives on which the Committee tan deliberate before <br /> drawing conclusions . <br /> Mr . Petersen mentioned that there are firms actually engaged in ferreting out <br /> Federal funding for housing programs , and that they know more in some aspects <br /> than do some Federal officials themselves . He considered the advisability of <br /> the City retaining such a consultant in order to save time of wading through <br /> volumes of 'Federal program information . Mr . Moriguchi thought that this approach <br /> t would be premature at this time , and felt that other steps needed to be taken <br /> first . Mr . Soderer agreed that a combination of Committee and staff was needed <br /> } to get to that point suggested by Mr . Petersen . <br /> a <br /> i <br /> ' Mr . Floyd interpreted that the Committee was in agreement on a staff -Person as <br /> the first step , and so he moved , seconded by Mr . Gonzailes , to recommend to the <br /> City Council that the outline and directive of the Hosing Concerns Tommittee <br /> • procedures be amended to include a "Housing Staff Aids'" who would be funded <br /> under the EEA Program.
