Henderson asked if the PAHC program for Colorado Park includes training in <br /> care and maintenance for occupants . Mr . Goldsmith said that it did , but that <br /> most people are no problem . Management must make it clear to tenants that if <br /> anything starts to make trouble , they have to sound off . <br /> The Colorado Park project rent levels will be $125 for one person , $150 for <br /> two , $175 for three , $200 for a family of four . This is $15 higher than when <br /> they started out , he said . He pointed out that if a typical unit costs <br /> $20 , 000 to construct , and the nonprofit sponsor pays 1 percent interest , that <br /> over a 40-year period that ' s $24 , 000 . But if the interest rate is actually <br /> 7 percent , the total payments come to $74 , 000- -or $54 , 000 interest . The <br /> government is picking up that difference , he said . (The taxpayers , said Ransom . ) <br /> Such 236 developments as Colorado Park may also have 20 percent rent subsidy <br /> units , Mr . Goldsmith said . But to qualify for rent subsidy , an applicant must <br /> not only be poor , but one of the following : over 62 years of age , displaced <br /> by government action, a victim of a national disaster , living in substandard <br /> housing , handicapped , or on active duty with the armed forces . <br /> Planning Director Schroeter asked if the resident manager in a project is <br /> chosen by the sponsors or the management firm. Mr . Goldsmith said that it was <br /> by the management firm. <br /> Mr . Goldsmith said he thought most communities would benefit from having a <br /> nonprofit housing corporation . It has greater freedom of operation , greater <br /> objectivity , less red tape than official bodies , he said . Private nonprofit <br /> corporations can advocate , then let the government act . Then, too , most of <br /> the federal programs are for private housing , not government housing . A private <br /> nonprofit corporation can be highly useful• to the city , as it becomes <br /> "pretty expert" at housing . <br /> Mrs . Henderson asked if there was much turnover on the PAHC , or if most people <br /> stayed with it . Mr . Goldsmith said that most stayed with it ; the two resignations <br /> that they had had been with reason. <br /> Chairman Keckley thanked Mr .
