Chairman Keckley said that he wanted "housing market area" defined . There was <br /> discussion of what the phrase might mean , but no agreement was reached . Then <br /> Mr . Soderer read from the GPRC minutes to ascertain the intent behind the <br /> changes . Originally, Goal 3 had been : "A sufficient distribution of housing <br /> by type , size , and cost so that each household , regardless of race , color , <br /> or national origin , is provided a reasonable choice of location within every <br /> community throughout the county . " But Portola Valley and Woodside had wanted <br /> to delete "within every community , " leaving it "a reasonable choice of location <br /> throughout the County . " Portola Valley ' s rationale had been : <br /> The Town of Portola Valley recognizes the responsibility of providing <br /> . housing for those who are employed within the community . Low and <br /> moderate income units should be distributed on the basis of employment , <br /> public transportation , shopping facilities , and public facilities and <br /> services . To arbitrarily introduce higher density , lower cost units <br /> into an area of rural character may increase the tax burden , create <br /> the need to attract a greater tax base , and ultimately lead to a <br /> substantial change in the character of the area . A large region such <br /> as the Bay Area should provide such an environment for those who desire <br /> it . If low density communities are forced to accept sizeable amounts <br /> of higher density residential development , the local tax structure <br /> should , at the same time , be revised so that the local property tax <br /> is not the sole basis for financing added services . <br /> Ms . Henderson said that this very attitude will lead to an end of cities . As <br /> long as the intent and concern of state and federal legislation is to spread <br /> out low/moderate-income housing , cities must do this to comply with the law , <br /> and unless they do , she said , she saw no outcome but the removal of the power <br /> of small communities to govern their own affairs . <br /> Housing Aide Ransom said that he thought the Woodside and Portola Valley <br /> objections constituted discrimination on the basis of race and socio-economic <br /> level , vindicating the Committee in its inclusion of "continuing discrimination" <br /> on those bases as Obstacle 10 in the Housing Element . He said that he had talked <br /> to the administrative assistant to the town manager in Atherton about the <br /> requirement for local housing elements and had been told that Atherton intended <br /> to have its lawyer draw up their housing element and that it would probably <br /> consist of their one-acre zoning ordinance . Mr . Floyd said that he thought small <br /> towns might simply set aside a particular area for low/moderate- income housing <br /> and that would be it . Sylvester McGuire said that such towns might set aside <br /> an already developed area. <br /> Ms . Henderson said that she was also opposed to the deletion of Obstacle 7--"Lack <br /> of uniformity of building codes helps prevent the formation of mass markets and <br /> makes the introduction of mass production techniques in the building industry very <br /> difficult . " Mr . Soderer said that that had been stricken because the problem was <br /> not lack of uniformity , but of uniform interpretation and enforcement . <br /> Ms . Henderson said that that should have been added , then , not the whole thing <br /> stricken, and that was true , too , about the "civil rights " section. She said <br /> she didn ' t think a search for new techniques for financing low/moderate-income <br /> housing and for devices for reducing costs to sponsors and developers should be <br /> included among the tasks of the housing advisory committee to be established <br /> MINUTES HOUSING CONCERNS COMMITTEE MARCH 22 , 1972 PAGE 3 OF 4 <br />
