The <br /> Committee members could not reach agreement on the issue at this time . <br /> Further discussion of the obstacles to the solution of housing problems and to <br /> local responsibilities for dealing with the problems , rather than shi fting <br /> 1 responsibility up to higher levels , led to Mr . Gonzales making the motion , <br /> seconded by Mr . Moriguchi , that page 7 , Obstacle l-a , should be amended to read , <br /> "Lack of commitment at the local. , regional state , and federal levels to <br /> solving pre;blciiis of po aul ati-on growth and distribution . " The motion carried <br /> by unanimous vote . <br /> Acting Cliairmari Henderson suggested that Action G , page 13 , shoo] d be asterisked <br /> as a high priority item. The Action reads , "Adopt policy of avoiding initiating <br /> any public projects that would remove housing units unless at least an equal <br /> number of equivalent replacement units have been provided . Establish private <br /> developers I responsibility in this regard . " The motion was made by Mr . Moriguchi , <br /> seconded by Mr . Soderer , and carried by unanimous vote . <br /> An additi.onn.l action to be included under Goal 4 for tta sufficient level of <br /> public service.; , amenities , neighborhood design and nainten••uice to insure <br /> decent quality residential areas , " was recommended by Acting Chairman Henderson . <br /> She felt that new thoroughfares may be located so they have divisive effects <br /> upon neighborhoods . Committee members agreed that public works projects may be <br /> planned without respect to their impact on housing and housing planning, . The <br /> following statement , phrased by City Manager Fales to be inserted on page 20 <br /> of the plan as Action E ofGoal 4 , asterisked for importance , "Examine all <br /> exL M i ry and pfonosed public_projects . L nclu. di r streets , highways , and a ecaays , <br /> for their possible impact on tie cu , lit of re C dcnt ialareas , " was entered as <br /> . a motion by Acting Chairman Henderson , seconded by frb' . Soderer, and unanimously <br /> passed . <br /> Acting Chairman Henderson recommended that Goal 5 related to the protection of <br /> fundamental rights in the pursuit of satisfactory housing should include an <br /> . aC tion statement urging local enforceirent of laws against discrimination in <br /> housing , which would require funning . Mr . Moriguchi stated that presently <br /> legal redress of grievances related to housing discrimination may be sought <br /> . under federal and state laws , but that the procedure is time consuming and not <br /> easy for an individual to initiate . He suggested that local governments could <br /> take direct action by reviewing business licensing procedures and lifting <br /> licenses of businesses judged guilty of discrimination . Acting Chairman <br /> Henderson offered the following statement as a motion , seconded by Mr . McGuire and Mr . Petersen both said that they regretted the Committee did not <br /> have a longer period of time available in which to study and discuss this report . <br /> Mr .
