Harris , Jr . , 2904 Kipling Street , Palo Alto <br /> Chairman Keckley called the meeting to order at 7 : 04 A. M. <br /> Housing Aide Ransom introduced 1r . James C . Harris , Jr . , a contractor planning a <br /> low-income housing project at 1315 Hancock Street in the neighborhood bounded <br /> by Gemco, El Camino , Woodside Expressway , and the SPRR railroad tracks . <br /> Mr . Harris had been scheduled to discuss his project with the Cont ittee at its <br /> previous meeting, when lack of time made that impossible . Since then, his <br /> application for rezoning his lot "R-5 " (Multi -Family—High Density ) had come <br /> before the Planning Commission on April 25 . (The area is currently zoned "+ER" -- <br /> Industrial Restricted . ) iEar . Harris withdrew his application without prejudice <br /> after Planning Department staff recommended that it be dcnied , but that the <br /> Planning Commission hold a public hearing on the question of rezoning most of <br /> the residentially-developed portion of the neighborhood to a multi -family <br /> residential district . <br /> In making that recommendation , staff noted that the area contains some 93 living <br /> units , one -third in single-family residences , two-thirds in apartments , all of <br /> them constructed prior to 1964 , when much of the area was in a residential zoning <br /> classification . After the Woodside Expressway sliced through the area , cutting <br /> the current neighborhood off from the rest of the City , the residential area <br /> was rezoned for office and industrial use . "All of the single-family dwellings <br /> and some of the multi -family structures are more than twenty years old with most <br /> of them nearing thirty years in age , " staff wrote . "Little by little , the <br /> deteriorating structures are being removed , leaving vacant land . " <br /> Mr . Harris said that he was planning some fifteen two- and three-bedroom <br /> townhouses on the lot with underground parking . The townhouses would be leased <br /> to the San Mateo County Housing Authority for use in the "Section 23" rent <br /> subsidy program . The lease would be ten years with an option to renew for <br /> another ten years .
