<br /> Mayor Paul Keckley called the meeting to order at 7 : 08 A.M.
<br /> The Committee turned its attention to changes in the latter half of the Housing
<br /> Report that had been suggested at its last meeting . Housing Aide Ransom reported
<br /> that he had shortened the section on "Substandard Housing" to one page , replacing
<br /> the second page with a graphic presentation of the material . A more substantive
<br /> change had been made in the section on "Federal Programs , " which had been
<br /> expanded to two pages , he said . He read the section aloud and explained an
<br /> estimate by the University of California ' s Housing Law Project that i"federal
<br /> housing subsidies to middle and high income persons in the form of income-tax
<br /> deductions greatly exceed in dollar value the current federal subsidy programs
<br /> for all low- and moderate-income housing . " After the reading, Mary Henderson
<br /> wondered , "what we ' ve proved" by this . Paul Keckley responded that the section
<br /> showed how housing had been financed in the t50s . Fred Soderer suggested that
<br /> the section showed that those who have been "beating their own drum" about having
<br /> made it on their own have in fact enjoyed housing subsidies through tax break .
<br /> Planning Director Schroeter said that the 30 percent per year return on investment
<br /> of this sort was estimated for those in the 50 percent tax bracket . Fred Soderer
<br /> said he was concerned that people , looking at the high rates of return in tax
<br /> write- offs enjoyed by- upper income investors , might write the federal programs
<br /> off as a boondoggle . Mary Henderson suggested that the section might be clearer
