only 53 percent expected an increase in income , indicating that a large portion <br /> of these homeowners expected an increasingly difficult time financing homeowner- <br /> ship . <br /> Seventy-seven percent of the homeowners said that they would apply for federal <br /> grants and low -interest loans for repairs and improvements to their homes if <br /> Congress voted adequate funds to these programs . But the same percentage said <br /> they would not apply for federal mortgage subsidies . Explaining this , Mrs . Gray <br /> said, while some didn ' t want to take a handout from the government , many <br /> had probably completed payments on their homes , so that they would be unable <br /> to take advantage of a mortgage subsidy program. <br /> Some 88 percent of the homeowners interviewed said that they favored Redwood City <br /> groups taking advantage of federal housing programs for scattered site develop- <br /> ment of rental units for moderate income families . And 83 percent favored having _ <br /> such developments in their neighborhood . <br /> Additionally, 65 percent said they would vote styes " on a referendum to <br /> enable scatter-site low--rent public housing in their neighborhood , while--in <br /> a smaller sample---97 percent would vote "yes" for such housing "in Redwood- <br /> City . " <br /> However, only 54 percent favored having low-income tenants on a federal "housing <br /> stamp" program in their neighborhood . Mrs . Gray said that many of those she <br /> interviewed showed a prejudice against the young people they saw using food <br /> stamps in the supermarkets . She said they did not seem to know that unemployment <br /> is highest among young workers . She said that they also did not seem to know <br /> that food stamps are not free , but have to be paid for . <br /> Summarizing the findings of her survey, Mrs . Gray said that if the economic <br /> predictions of the homeowners are correct and if the advancing age of the <br /> housing and its consequent increasing maintenance needs is combined with higher <br /> taxes and higher maintenance costs but no increase in income , the area " could <br /> become a somewhat depressed area in time . " However , she said that she thought <br /> the City ought to be heartened by the "responsible attitude " shown on the needs <br /> for low/moderate-income housing . <br /> DISCUSSION OF HOMEOWNER SURVEY <br /> Bob Norris said that he thought the response on .federal mortgage subsidies was <br /> "an eye-opener . " Generally, people want Congress to solve everything, he said , <br /> but this showed they didn ' t want a gift program. He wondered what the attitude <br /> would be in areas of higher income housing. <br /> Paul Keckley responded that he thought the question had been misunderstood . He <br /> said he ' d bet that every house in the neighborhood had an FHA or Cal-Vet loan . <br /> "And you ' re telling me they' d turn one down?" <br /> City Manager Fales said that the question concerning federal rehabilitation <br /> grants and loans had been more specific and gotten a more favorable response . <br /> Housing Aide Ransom said that he thought the survey was an excellent example <br /> of how someone getting out in her own neighborhood could turn up interesting <br /> facts and figures . <br /> MINUTES HOUSING CONCERNS COMMITTEE JULY 12 , 1972 PAGE 2 OF 5 <br />
