This takes care of ninety percent of the cases of discrimin- <br /> ation that MCFH has found . Being able to take the manager ' s license away gives <br /> it teeth . <br /> Mel Kerwin asked if the Attorney ' s Office thought this is something that Redwood <br /> City could explore . <br /> Mike Riback said that, yes , the City could explore it .. He said that apparently <br /> Palo Alto was expecting some revenue gain above and beyond expenditures from the <br /> licensing . But he said that he was concerned that there may be a strong possibility <br /> that the ordinance may be pre-empted by the Rumford Fair Housing Act . The Palo <br /> Alto ordinance concerns landlord-tenant relations and discrimination, and it is <br /> an attempt to deter discrimination . Also the Redwood City charter differs from <br /> that of Palo Alto , he said , and the Attorney would have to look to see if this <br /> kind of ordinance would be 'compatible with the charter . <br /> Mel Kerwin asked if the City could have two licensing ordinances- - one revenue <br /> producing and one regulatory . <br /> Jim Fales said that he imagines that the Palo Alto Attorney ' s office fully <br /> expects the property owners to challenge this ordinance .
