Rivas presented to the committee a list of obstacles to the solu- <br /> tion of the housing problem , as set forth in the draft of the County <br /> Housing Element, and a revised list of obstacles , the revisions reflect- <br /> ing the opinions of the City staff . <br /> 1 . Approved <br /> Redwood City ' s very high land values , due traditionally to high <br /> demand , desirable climate and location and more recently also <br /> to the shortage of easily buildable land , are a major obstacle <br /> to the reduction of housing costs . <br /> 2 . Approved <br /> The high costs of construction and the fragmentation of the build- <br /> ing industry constitute obstacles to housing cost reduction . <br /> 3 . Approved <br /> Insufficient mortgage credit and high interest rates are recur- <br /> ing obstacles to house purchase and house production . <br /> 4 . Change to : <br /> r <br /> Lack of adequate commitment at the local , regional , state and <br /> federal level to solving problems of population growth and dis- <br /> tribution are continuing obstacles to developing rational housing <br /> strategies , <br /> 5 , Change to : <br /> Requirements of zoning , building , and health codes as minimum <br /> development and safety standards make the reduction of housing <br /> costs difficult . <br /> 6 . Approved <br /> Lack of funding for housing programs and fragmented efforts to <br /> utilize what is available constitute an obstacle to increasing the <br /> supply of housing units for low and moderate income families . <br />
