I <br /> MINUTES August 22 , 1973 <br /> HOUSING CONCERNS COMMITTEE 7 : 00 A .M. <br /> COMMUNITY ACTIVITIES BUILDING REDWOOD CITY <br /> MEMBERS PRESENT : Mayor Keckley , Elise Johnson , Fred Soderer , Eugene <br /> Moriguchi . <br /> MEMBERS ABSENT : Vice Mayor Henderson , Councilman Norris , Rev . Bim- <br /> son , and Melvin Kerwin , <br /> STAFF PRESENT : Charles Gyselbrecht , Mike Riback , Ken Schroeter , <br /> Dick Rivas , and Jim Smith . <br /> Mike Riback reported on the legal status of the Palo Alto property <br /> owners and managers licensing ordinance . The Santa Clara County <br /> Superior Court has issued a preliminary injunction against Palo Alto , <br /> indicating in general that the State had pre -empted the area of hous- <br /> ing discrimination . <br /> Mr . Moriguchi suggested that for the September 12 meeting, the Commit- <br /> tee should discuss whether or not the City should file an amicus curiae <br /> brief in conjunction with the appeal of the Palo Alto case . <br /> Agenda Item #1 . Mr . Gyselbrecht briefly reviewed the resale inspec- <br /> tion program in other cities in the State , namely San Jose , Palo <br /> Alto , Hermosa Beach , and Hayward . All programs are relatively new . <br /> Therefore , there is not much experience to draw from. Furthermore , <br /> most are voluntary and thus , not too effective . <br /> The anticipated Redwood City program would be mandatory and would take <br /> at least a full time inspector and a clerical person . A rough estimate <br /> of fees would be $ 25 per inspection , to be paid either by the buyer or <br /> seller . <br /> In view of there being a lack of a quorum, the Chairman held Items #2 <br /> and #3 for discussion at the next meeting . <br /> There being no further business , it was moved by Mr . Moriguchi , duly <br /> seconded and carried , to adjourn at 8 : 20 a . m . <br />
