MINUTES September 12 ,. 1973 HOUSING CONCERNS COMMITTEE 7 : 00 A . M . COMMUNITY ACTIVITIES BUILDING REDWOOD CITY MEMBERS PRESENT : Mayor Keck ley , Vice Mayor Henderson , Councilman Norris , Rev . Bimson , Elise Johnson , Fred Soderer , Eugene Moriguchi . MEMBERS ABSENT : Melvin Kerwin . STAFF PRESENT : Mike Riback , Ken Schroeter , and Dick Rivas Charles Gyselbrecht , Chief Building Official , was absent due to his mandatory appearance at a meeting of California Building Officials in Sacramento , Therefore , the Committee deferred discussion of the proposed program for housing code compliance upon resale of residen- tial buildings until its next meeting . The Committee adopted Action 1 of Goal III . Then Committee Member Fred Soderer made his presentation upon the proposed Action 2 to Goal III . The Committee discussed and then adopted the Action which reads as follows : "The City would establish a policy of land use planning and corresponding zoning ordinance regulations to encourage vari- ety and mix in residential development so as to provide a reasonable choice of locations within the City for persons at all income levels , " Deputy City Attorney Mike Riback discussed the present status of the Palo Alto property owners and managers licensing ordinance . The status of the action is such that any action on the part of Redwood City to file an Amicus Curiae at this time would be premature . Discussion was then held on Action 2 , Sub- goal II , Goal II . The Com- mittee adopted the Action which reads as follows : "The City would establish a program of land acquisition for the purpose of holding , leasing , selling to non-profit spon- sors for the development of low-to-moderate income housing . " There being no further business , it was moved by Mr . Moriguchi , duly seconded and carried to adjourn at 8 : 30 a . m .
