MINUTES November 7 , 1973 <br /> HOUSING CONCERNS Cc_ .-4ITTEE 7 : 00 A .M . <br /> COMMUNITY ACTIVITIES BUILDING REDWQOP CITY <br /> MEMBERS PRESENT : Mayor Keckley , Vice Mayor Henderson , Elise Johnson , <br /> Rev . Bimson , Gene Moriguchi , Tony Gonzales . <br /> MEMBERS ABSENT : Councilman Norris and Fred Soderer . <br /> STAFF PRESENT : Charles Gyselbrecht , Mike Riback , Ken Schroeter , <br /> James Smith , and Dick Rivas . <br /> The meeting was called to order at 7 : 05 a . m. Discussion took place <br /> concerning the next meeting dates . It was agreed that meetings would <br /> take place on November 21st , December 12th , and if a quorum would be <br /> available , December 19th . All meetings to be held commencing at 7 : 00 <br /> a . m. , in the Community Activities Building . <br /> The Chief Building Official , Charles Gyselbrecht , made a. presentation <br /> on how a Citywide Code Enforcement Program would be implemented . <br /> Considerable discussion was held concerning the proposed budget , size <br /> of project and expectation of such a program. It was clearly stated <br /> by Mr . Gyselbrecht that all of the additional Building Department <br /> staff would not be hired until such time as the execution phase of <br /> the program was fully planned out . <br /> Urban Affairs Specialist Rivas explained the preplanning and feasi- <br /> bility studies required prior to entering the execution phase of a <br /> Code Enforcement Program. The studies would entail the determination <br /> of the number of buildings to be demolished , families and individuals <br /> who would require relocation assistance , refinancing programs to assist <br /> homeowners in obtaining funds to rehabilitate their properties and <br /> available alternate housing resources for relocatees . <br /> All of the Committee Members agreed that the above conformed with <br /> Goal One of the proposed housing element , which states that a Citywide <br /> Code Enforcement Program would not begin until housing resources <br /> and relocation assistance are provided to those affected by the program. <br /> Discussion was then held concerning the proposed "Compulsory Code <br /> Inspection Program on Resales of Residential Properties . " Staff is <br /> still compiling further information for the implementation of such a <br /> program from the Real Estate , Title and Financing industries . <br /> The Committee then discussed when the proposed housing element should <br /> be forwarded to the Planning Commission for public hearings . James <br /> Smith explained the time constraints and it was agreed that the Planning <br /> Director , Ken Schroeter , would package the element and forward same to <br /> the Planning Commission immediately. <br /> There being no further business , the meeting adjourned at 8 : 40 a . m. <br />
