Henderson . Chair- <br /> man Henderson noted a lack of quorum and opened the meeting for general <br /> discussion . However , because of the lack of quorum , it was decided not <br /> to discuss possible City action to implement goals and following a dis - <br /> cussion of the Housing Element , staff was requested to prepare and sub- <br /> mit a schedule for . Committee consideration leading up to the adoption <br /> of the Housing Element . <br />
