7.4.A. - Page 4 <br /> FISCAL IMPACT <br /> There is no fiscal impact associated with entering into the Proposed Management and <br /> Disbursement Agreement with the RCIA. The City's assessment on City property as authorized <br /> by the implementing ordinance and activities is approximately $62,251 annually over the length <br /> of the CBID, which is 15 years. <br /> ENVIRONMENTAL REVIEW <br /> 1. Ordinance Amendment: This action is not a "project" within the meaning of the California <br /> Environmental Quality Act because this ordinance amendment sets forth a procedural and <br /> administrative mechanism relating to assessments and therefore it has no potential for <br /> resulting in either a direct physical change in the environment nor a reasonably <br /> foreseeable indirect physical change in the environment. (Public Resource Code § 21065; <br /> Guidelines § 15378) <br /> 2.
